I don't say remove them from the start. I'd say, only allow the lease car for the first 10-20 hours on that character. That is plenty of time for them to do the tutorial and gain some money for their first car, and then get a license (if they want one). There seems to be so many people keeping their lease cars just because they don't need a license and with no time limit of this, they can continue to do it.

We also carried out structure checks on the state capitol to ensure it is structurally sound. Our team attended report of a fire to assist LSFD by cutting the power and gas to the building to ensure their team's safety whilst they dealt with the fire. It was then restored afterwards.
