I've had this issue before and I fixed it by upgrading my ram and SSD, now I don't even have any stuttering nor slow loading speed.

I didn't suggest to buy a new cpu

Update;

 

- Cleared out my hard drive, went from ~75GB of free space to ~220GB on the partition where GTAV and RageMP are installed.

- Defragged my drive.

- Switched from using Google Chrome to using Microsoft Edge while I'm in-game.

- Started running only what I absolutely have to in the background, pretty much only RageMP and TeamSpeak open, and sometime but rarely Microsoft Edge.

 

The game runs somewhat smoother, pretty much the same as it was before, however, the loading speeds have significantly increased and I had no issues with players/vehicles loading. Looking at the statistics in the task manager, my RAM is mostly ~80% occupied however that's understandable when we take the fact that I've got 8GB (2X4GB). All in all, it's solved, and this can be locked. Appreciate the help :).
