Add a line in the MDC code to allow people to see their own evidence

As it currently stands, LEO's who don't have access to the evidence locker have to go through a Sergeant or above (at least in SD) to be able to edit labels on casings and other evidence that they've submitted. I suggest adding a separate permission slider that would allow low ranks to edit submitted evidence. This goes hand in hand with my last suggestion. After talking to FatCat he said that it would be possible to add some new permissions.

This would be a cool QoL update and save LEOs relying one something with access to give them the information they need. No harm in letting you see your own submissions, IMO.
