Do this by making a subforum named "rules" or something like that and add some common courtesy rules so there's something to refer to when someone low-bids. Link to comment

What he said, this is something that is totally IC. Bidding on the forums is an IC action, if you want to low-ball that's your call. This is an unnecessary rule for a problem that doesn't exist.
