IFM should allow gang factions to have alts in their factions, regardless of being official or unofficial. Good gang roleplay depends heavily on creating a realistic community/neighborhood. People use alts with malicious intent within the same faction and faction leaders approve of it. Been there, seen that.
Plus metagaming being a big issue (use what you know on one character on another.)
