    Explanation of the incident (250 word limit): After cutting a dude's throat, Sherman ran from the scene. I shot him several times. Sherman disregarded being shot several times and continued to run.

    This guy named @uzi95 taught me how to roleplay early on in UnitedGaming 2.0 on a faction called Ace Street Rifa 13.

    Later joined his faction on OwlGaming in 2014 where @LikeMike was a high ranking member and took me under his wing for a bit.

     

    Despite never being impressed with LSRP, I started roleplaying here about two-three weeks ago, and so far I enjoy it.

    Date of incident: 7FEB2020

    Rules broken: Powergaming

    Your ingame name: Dave Morales

    Explanation of the incident (250 word limit): During a pursuit, I observed Vardon Baronian drive erratically and unrealistically with his vehicle. Given the capabilities of a modern sedan, it would still be unreasonable to engage in offroad pursuits at numerous points. At one point earlier in the pursuit, Vardon Baronian did slam into a wall at a higher rate of speed and simply roleplay that he couldn't get caught before speeding off. At the tail end of the pursuit, while carrying a backpack, Vardon dove underwater in the Alamo Sea to evade an LSPD airship that was watching him. He never resurfaced, or at least within a reasonable or realistic area.

     

    Edit: Individual disconnected from the server upon being sighted again.

    I figured I'd throw a thread up to outline some suggestions I've been thinking about pertaining to the MDC. I want to start out by saying that it's an awesome system, and I'm glad to be able to use such a beautiful piece of work.

     

    To better help those from the two Law Enforcement factions on the server, here are some things I believe could 'spice things up' a bit.

     

    • Separate tab for active wants/warrants
      • In order to better promote the usage of the DoJ court system & application for criminal warrants, and the execution of said warrants, an available, comprehensive list of active warrants could be of great use.
      • Each warrant should include the warrant itself, and the name of the individual wanted.
      • This would better help distinguish an APB(on-view or immediate knowledge want of persons) and those who have had an arrest warrant placed on them by an active magistrate or judge, and also allow for personnel from either agency to pursue said persons without coincidentally finding them on MDC.
      • Warrants could be RED for outstanding and GREEN for served. 
      • Each warrant, when attached to a person's MDC file, could automatically file into the active warrants tab.
      • Outstanding fines could be considered 'bench warrants' as is most common in the US, and could also show up under the tab.
    • Separate tab for stolen property(vehicles & firearms)
      • This would allow for officers to better track down stolen weapons and vehicles. Currently, there is no VIN system, so the roleplay of the person who stole a vehicle's roleplay is the sole identifier if a vehicle is stolen. A system that mitigates this would greatly help those in the field.
    • Incident Reports / Generic Reports
      • When arriving on a 911 call in the real world, officers create police reports starting with parties involved, situation, and how the situation was handled.
      • An incident report section(that does not attach to a person, rather an agency(SD/PD) would allow for Deputies or Patrol Officers to create a report regarding each situation.
      • This would help aid those in minor collisions, those involved in court, and much more, with physical/tangible documentation pertaining to their involved incidents available from the responding agency.
      • Responding officers may also roleplay handing out a card with the 'report number' involved on it.
      • Report types could be:
        • Accident Report
        • General Report
        • Investigative Report
        • Special Report
    • 911 Call Log additions
      • In absence of an actual dispatcher, units could be able to click on the 911 call through the log and assign themselves as a responding unit. They may 'cancel' themselves from the call, and upon clicking 'cancel', their name becomes red/gray'd out to reflect this.
      • Allowing units to assign themselves would help the Sheriff's Department and Police Department prioritize their activities and know if there are already units on the way/on scene.
      • 911 Calls that have been tended to should be able to be deleted from the 'active 911 call map', but retain on the log, becoming grey'd or red-out.
    • Agency report/documentation list
      • For supervisors of either agency, an available list of logs/documentation/citations created by their personnel in order of time created could assist in quality control & auditing.

     

    While I understand the effort & time placed or put into the coding regarding the system, I believe that with any of these additions, roleplay for both and in tandem with the LSSD and LSPD would be exponentially aided in a realistic manner.

  6. So, I want to first off start by saying that I understand why you may feel the way you do. It was explained to me last night during my sit-down with leadership/administration that in the past there had been individuals in Law Enforcement Roleplay who utilize things they know out of character regarding factions & members, and apply it to their 'lust for the bust', so to speak. I think it's important to note that this is not one of those times, though I do apologize that you have experienced it before, I assume.

     

    Robert Hare's interaction started with Gonzalo Garcia when Hare was returning to Sandy Shores in his vehicle. He observed Gonzalo cross the median in his truck over the Senora Freeway before taking the Senora Way onramp quickly. This prompted myself to attempt a stop, but you were driving too fast for me to catch you on the highway. I followed you up the dirt road toward the trailer park, to which the video you provided to faction management shows. I ran your plates upon coming close enough behind you(as all Law Enforcement Officers do) to identify who you were prior to making the stop pertaining to the earlier infraction. I did notice that your registration on the MDC showed as Invalid, but it could very well have said insurance. Either way, this was the reason for my stopping in the first place.

     

    You were out of the vehicle already when our interaction took place. Upon identifying the driver of the vehicle as an individual with a history of weapons and evasion, I conducted what is known as a Terry Search of your person in order to proactively mitigate any potential circumstance. You had failed to at this point place your weapon back in your truck, which is something I disregarded and didn't particularly care much about, and obviously allowed you to place it back in your truck through OOC rather than make a scene regarding it. However, the reason for the search of the truck was articulated through the presence of the cash you had on you. That, too, normally would not have been enough to lead me on due to the nature of the in-game economy, despite in the real world large cash amounts being routinely seized for investigatory purposes. However, in this interaction, Gonzalo made sure of roleplaying that the cash was in abundance so that I would notice it. Upon noticing it, I then gained the in-character suspicion of further criminal activity, which was further solidified by the arrival of Raul Fierro simultaneous to my detention of Gonzalo Garcia.

     

    I did witness Raul and Gonzalo whisper to eachother, and Raul hurridly enter the trailer closest to Gonzalo after briefly dealing with something pertaining to his truck. Raul returned and was detained for the purposes of investigation regarding the copious amounts of cash. Any reasonable or experienced patrol officer would agree that two individuals meeting with large sums of cash warrant some sort of investigation(through means of even simply briefly detaining the two or so on). Upon being searched, it was discovered that Raul had ammunition on him, but no weapon. He disclosed to myself and my in-character partner that he used it for deer hunting. Raul was not in possession of a permit to carry weapons or purchase any firearms at this time. 

     

    At that point, Robert Hare, as an in-character experienced patrol Deputy, had money and ammunition in the same incident. Connecting the dots, or comprehensive thinking, usually means that there are one of two things to follow up with with some digging: drugs or illegal firearms.

     

    Around this point, too, Gonzalo's truck was searched subordinate to the possession of large amounts of cash. It had nothing to do with his out-of-character mention of the firearm, as if he was already in possession of it anyways, I couldn't really connect him to buying said gun. My in-character intentions at that point had been to find drugs or other forms of contraband associated with why he may have been meeting Raul at a secluded location, knowing that patrols do not routinely enter the area. Gonzalo roleplayed that the gun, an AK-47SU was stashed underneath the passenger seat of his truck with the magazines/ammunition. Upon taking this, my mind went to next as to why and what these two individuals met at this location for, or what else they may be involved in. I had plans of letting Raul go, until Lieutenant Matthew Sheehan arrived (played by @Keane) who notified me in-character that the trailer was registered to Raul Fierro. The same trailer the stop occurred, the same trailer Raul arrived to coincidentally and entered, and the same trailer that was now potentially in question. Briefly deliberating the course of action, Lieutenant Sheehan encouraged and supported Deputy Hare's in-character inquiry as to whether or not he should pursue a warrant. John Chapman disagreed in-character, but the determination was made to let a judge decide if a search was warranted of the domicile/residence. Robert Hare submitted a warrant request in-character on the forums, to which it was approved by Judge Noah Breckenridge. The search warrant was executed by Hare, Sheehan, and Chapman under the supervision of an administrator. Rest assured that there was no metagaming present during any of these in-character interactions. Depending on the judicial interpretation, there may have been an in-character tort to be discussed, but nothing that would be relevant or pertaining to corruption permissions/anything anomalous.

     

    Now, in regards to the accusation of powergaming and a 'play-to-win' mindset, I can understand how this may also be interpreted when interacting with Robert Hare on an in-character basis. However, testimony from @Bospy and others involved with myself on an in-character basis in roleplay of crimes even so blatantly obvious as Burglary, I have let several parties go for equally severe or notorious crimes/actions. You further state that the CK of Robert Hare shows my blatant disregard for character development, and I would protest that statement as untrue. Myself and other individuals roleplaying within the Sheriff's Department have built a rapport in-character, relationships reflected through conversation and backstory both in-character and out-of-character. In fact, I was content with a character-kill on the basis of the realism regarding police deaths: not all of them will be a glorious final stand or heroic undertaking. Sometimes lawmen die in the middle of the street, killed for silly reasons like dogs by people who couldn't care less for consequence. Nonetheless, it has given me another opportunity to draft a new character, who, ironically, comes from a Latino background and is of Hispanic ethnically, and identifies moreso as the 'cool, relaxed, laid-back' LEO archetype. 

     

    Addressing the situation of scripted items, items that were seized at jail were done so in good faith and not out of any malicious forethought. I used to let individuals keep their items as they go into jail, on the understanding that they would not roleplay with them, but was quickly corrected by those more experienced than I in how scripts work and told to seize all items before the script is executed. I have since been informed(last night) that I should hold onto legal items personally until you are released. Raul's phone, however, was seized as evidence in-character and transferred to an investigative division for the purposes of creating profiles on his contacts.

    In this photo, Raul is spotted walking behind the trailer. I witnessed him walk behind the trailer and assumedly enter from my perspective, as he walked behind the truck before around the trailer. Ironically, my intuition regarding the conversation was proven correct through this provided screenshot:

    In this screenshot, you can see Robert Hare say "Hey, don't let that other guy leave." in reference to Raul. This was after I had deduced that a drug or weapon deal may have been underway, and was interdicted by myself.

    Here is Robert Hare confirming I still had outstanding warrants on me, hoping this can be resolved rather quickly because the only reason I even reported this is to void the situation and get out of prison. I've already served half my time so if this takes 2 days to resolve it'll be pretty pointless.

    I then told you that you were stopped for the traffic violations foremost and that the MDC just had fines still under outstanding in conjunction with that. Please don't try and misconstrue what I've said.

    Sheriff's Departments/Offices operate Jails throughout the United States. Twin Towers' 'real world' equivalent is operated by the Los Angeles County Sheriff.
