Clothing and plastic surgery should be FREE at all times until the player decided his character looks how he wants to look. After that he can confirm and ONLY after that it should cost money for clothing, plastic surgery, facial hair, etc.

What would prevent people from just never confirming?

There's also the problem that this uses up components, meaning the owners of the stores would be making a net loss.

I don't want to get into the "owning these stores" conversation here.

 

Players would have a 24/48 hour time limit to customize the characters ONCE these are made. So this should be said in a pop up message or something.

Possibly a time frame in which a player could change the appearance of their character should something mess up on the initial creation could suffice. After said time frame any further changes would cost the player money. During the initial creation not all of the characters features are easy to see but only outside the initial creation, at least how I noticed it right now.

So after 48h or so. After that it would cost money. Pop up message in chat to let the player know that he has XX:XX time to customize his character for free, after that it costs money.
