The Monaghan Mob is a predominantly Irish-American organized crime group based out of the greater Los Santos area. The majority of their leadership and prominent figures are of Irish-American descent, with associates being a mixed bag of cultural differences. These include Italian-Americans, Hispanics, African-Americans and a small presence of Europeans. They are generally identified as an Irish-American mob, or simply an Irish mob. Irish-American organized crime and gangs thereafter, originated prior to the Prohibition Era, outdating their larger and more sophisticated counterpart La Cosa Nostra. It was through this fact that these cultural emplacements managed to keep themselves largely out of the limelight. This inadvertently allowed the American Mafia to become a lightning rod to most continued federal law enforcement efforts, as opposed to Irish-American units.

This, in effect, afforded the myriad of Irish-American groups a freedom that restrained other relative emplacements throughout cities of import. They were not without their own issues, though, having become complacent in their attempts at garnering power and respect through debacles such as infighting and larger criminal blunders. This came with a sense of decline that removed the majority of gangs in the early years of the Prohibition Era and after, to fizzle out. Most of the remaining Irish-American figureheads joined with fully secured organizations like the Five Families as associates, or realized smaller emplacements scattered within Cleveland, Philadelphia or Boston.

The tragic demise of George Hannehan, the mob’s previous figurehead, ignited a cataclysmic chain of events within the organization. This pivotal event marked a profound shift in the group’s modus operandi, as it transformed into a more violent and confrontational entity under the stewardship of Frank Monaghan. Monaghan’s relentless regime of tribute collection from members, and extortion on a systematic basis further entrenched the mob’s grip on power. All the while tensions surfaced between the old guard and young blood, ethnic divisions within the organization began to rise between Italian-Americans and African-Americans. Monaghan’s continued abrasive and adverse abilities further created instability, resulting in associates and underlings conferring with outside entities. The encroaching law enforcement agencies of Liberty City, along with the oncoming war of later years forced Monaghan into a corner. With enemies outside and within, Monaghan planned the murder and beating of former colleagues, resulting in adverse relations with larger organizations and individuals within his own cell throughout the years.

The final nail in the proverbial coffin came through the beating of rival leadership and staunch old guard figurehead, Gordon Keaghan, at the hands of Monaghan’s men. The events further precipitated a botched sit down wherein Keaghan’s enforcers were murdered, igniting a gangland war that erupted throughout the streets of Liberty City. This conflict also afforded the splintering of several cliques that found themselves without leadership throughout Monaghan's entourage. A myriad of murders that came from the war’s aftermath forced the splintering organization to spread and scatter thereafter. It is speculated by organized crime experts that Monaghan's entourage relocated a majority of their assets to the city of Los Santos, following a hasty retreat from war-torn Liberty City.

The mob’s hierarchy is currently unknown, with only Monaghan’s presence being truly solidified. It is rumored that the lower echelons of the organization have been riddled with distrust and the lack of any older generation gangsters that could offer guidance. The old school has been practically eradicated, lending to a younger front where tempers have a chance of running hot and high. An increase in violent crimes in the group’s name prior to their departure from Liberty City reinforces the current belief that the youth has overtaken the organization’s central systems. Los Santos provides itself a generally clean landscape in regards to Irish-American emplacements, with a distinct lack of cultural enclaves wherein Irish-Americans are the majority. It also provides an avenue to many street gangs wherein Monaghan suspects a handful of associates could curry favor with. The absence of continued hostilities towards the organization, alongside woefully apparent business relations lends the group a new found freedom. With Monaghan’s entourage fully in tow, save for a few murdered accomplices, experts believe the tide to be fully in their favor.
