Cyco Flats 13 (CxF13) is a predominately Hispanic street gang from the La Puerta section of South West Los Santos, hailing from the Garcia Courts housing projects. They came out during the “Punk Rock” era of the 1960s when Hispanic street socialization was centered around parties, drinking and doing hardcore drugs. They were originally a Chicano punk gang, the 51st Street Cycos, that transformed into full blown criminals during the 70s/80s in their "Lowrider/Pimp" phase when members abandoned the heavy sounds of rock and gravitated to a sound the sounds of Soul and Gangster music, feeling it was the true sound of the barrio. In the beginning, the youth from the neighborhood weren’t trying to be gangsters; they were trying to be heard. Eventually CxF13 transformed into a full blown Sureno gang, already having strong rivalries with countless gangs, primarily due to the drug trade and having a history of bad business. Their turf occupies the area near and around Jefferson Boulevard and Bay City Avenue. They are known to also venture as far as Manchester Boulevard at the border of the southside due to their neighborhood being South West and also sitting off the La Puerta Freeway but this is usually only to control prostitution there. Their varrio was severely crippled after the blow of a long standing war and a wave of indictments effortlessly handed down due to their sloppy nature. Despite all of this, a new generation of Cyco Flats 13 has made a resurgence and numbers have skyrocketed.
