Gang activity in Los Santos has its roots in a variety of factors dating to the 1950s, including: post-World War 2 economic decline leading to soviet emigration; racial segregation of young African American men, who were excluded from organizations such as the Boy Scouts;, leading to the formation of black "street clubs"; and the waning of black nationalist organizations such as the Black Panther Movement and the Black Power Movement.
