    AFFORDABLE HOUSING: POLICY OBJECTIVES

     

    1. The aim of this document is to outline the State Treasurer's Office intent in establishing an effective Public Employees' Retirement System (PERS) which "manages pension and health benefits for San Andreas public employees, retirees, and their families".
       
    2. The government acknowledges the fact the millions of employees do not save enough to provide the income they are likely to want or expect in retirement. There is a complexity in the system which makes it difficult for people to make informed decisions about whether, when and how much to save and inequalities in the system affect some groups, especially those from ethnic minorities.
       
    3. The State Treasurer’s Office is committed to introduce a simple pensions system to help public employees, especially those from the police force and the fire department, to help them earn a living during retirement.
       
    4. The State Treasurer’s Office adopts a set of beliefs that help articulate this pension system's views on design, funding, and administration. These beliefs offer views on the importance of retirement security, defined benefit plans, and the need to ensure long-term pension sustainability.
       
    5. The government believes the following statements:
      — A retirement system must meet the needs of members and employers to be successful;
      — Plan design should ensure that lifetime retirement benefits reflect each employee's years of service, age and earnings and are adequate for full-career employees;
      — Inadequate financial preparation for retirement is a growing concern in this state; therefore, all employees should have effective means to pursue retirement security;
      — A retirement plan should include a defined benefit component, have professionally managed funds with a long-term horizon, and incorporate investments and risks;
      — Funding policies should be applied in a fair, consistent manner, and support stability;

      — The administering of the pension fund, and the public employees' retirement system, should always be conducted in a manner appropriate; duties must be performed transparently and to the highest ethical standards;
      — A retirement system should offer innovative and flexible financial education that meets the needs of members and employers;
      — As a leader, the State Treasurer's Office should advocate for retirement security for San Andreas' workers and for the value of defined benefit plans.
     

    ACTS AND LEGISLATION

     

    1. The State Treasurer's Office has already finished drafting 'The Police Officers and Firefighter's Pension Fund Act (POFPFA)' and in the coming weeks plans to forwarding its final form to the legislature. The Act sanctions the creation of a relief and pensions fund for police and fire departments, outlines the organisation, powers and duties of the State Treasurer in administering funds, eligibility for pensions and death benefits, criteria and procedure.
     

    APPENDIX A: INTRODUCING A SIMPLE, EFFECTIVE RETIREMENT SYSTEM

     

    1. This retirement pension system will allow employees attaining the age of 60, serving the state for 10 years or more, the opportunity to retire and become eligible for a pension. This retirement system will make it easier for people to consult the State Treasurer's Office for information regarding the pension/retirement system and help them understand what the general requirements are.
       
    2. The State Treasurer’s Office has already began plans drafting a consultation document which invites employees contemplating retirement to get in touch with the office and discuss or comment on policy and implementation issues surrounding the retirement system.
       
    3. This retirement system, for now, will mainly focus on public employees' from the police and fire departments. There is a possibility that this retirement system expands in the future to accommodate other forms of public service. A Government Pension Scheme (GPS) for government workers of all levels of government is also in consideration. 
     

    ANNEX B: ETHICAL DUTIES UPON DISBURSEMENT OF FUNDS

     

    1. This policy statement declares the State Treasurer's Office has a duty to give due regard to the needs of people with 'protected characteristics'. Protected characteristics of:
      — Age
      — Disability
      — Gender reassignment
      — Pregnancy and maternity

      — Race
      — Religion or belief
      — Sex
      — Sexual orientation
      — Marriage and civil partnership
      .

       
    2. Paying 'due regard' means that, in our roles as policy makers, we are required to consciously think about the 3 main aims of equality duty:
      — Eliminating unlawful direct or indirect discrimination, harassment and victimisation and other conduct found to be unethical upon disbursement of funds.
      — Advance equality of opportunity between people who are a protected characteristic and those who do not share it;
      — Foster good relations between people who share a protected characteristic and those who do not share it.

       
    3. The State Treasurer's Office welcomes any further information on the impact of policy proposals in paying due regard to the needs of people with protected characteristics and how any negative effects may be mitigated.
     

    CONCLUSION

     

    1. We recognise that decisions about retirement and how to make use of pension savings play a key role in people's lives. The government wants to encourage people to engage with the guidance that is available to them, to help make informed decisions about what they want from their retirement.

    Pensions are one of the most important long-term investments than an individual will make. I am committed to ensuring that when preparing for retirement, people are encouraged to access appropriate pensions guidance. The free and impartial guidance provided by State Treasurer's Office will help them make informed choices about their financial futures.

     

    We want taking pensions guidance to become a natural part of the journey individuals embark on when making decisions about their retirement.

     

    This policy statement sets out our approach to encourage a strong, effective retirement system for public employees. We will introduce new provisions in the future to ensure people have the right and appropriate guidance when they seek information regarding the retirement and pension system.

     

    This is just part of a package of important measures taken by the government designed to help people make informed financial decisions and make the earnings they deserve upon retirement to secure a comfortable life and secure the financial future of their families.

    AFFORDABLE HOUSING: POLICY OBJECTIVES

     

    1. The aim of this document is to support the local government and other key players in delivering more high quality affordable housing by using all tools available to them, and provided to them by the state.
       
    2. The government’s key housing policy goal is to ensure that everyone has the opportunity of living in a decent home, which they can afford, in a community where they want to live. To achieve this, the government is seeking:
      — To achieve a wide choice of high quality homes to address the requirements of the community;
      — To widen opportunities for home ownership and ensure high quality housing for those who cannot afford market housing, in particular those who are vulnerable or in need;
      — To improve affordability across the housing market, including by increasing the supply of affordable homes;
      — To create sustainable, inclusive, mixed communities in all areas.
       
    3. The government is committed to providing high quality housing for people who are unable to access or afford market housing, for example, vulnerable people and key workers as well as helping people make the step from renting to home ownership.
       
    4. The State Treasurer’s Office is committed to provide funding for the supply of affordable housing, consulting the Department of Labor for information on construction projects and private contractors.
       
    5. While the details outlined in this policy statement reflect the current issues and position taken by the state government, they likely will be subject to change, and will be robust to changes in future policy. Some parts are bound to evolve, and the State Treasurer’s Office would expect to update it periodically, especially if there are major policy developments.
     

    GOVERNMENT AIMS FOR AFFORDABLE HOUSING

     

    1. These policy objectives provide the context for planning through development plans and planning decisions. The specific outcomes that the planning system should deliver are:
      — High quality housing that is well-designed and built to a high standard;
      — A mix of housing particularly in terms of price, to support a wide variety of households in all areas;
      — A sufficient quantity of housing taking into account need and demand and seeking to improve choice;
      — Housing developments in suitable locations, which offer a good range of community facilities and with good access to jobs, key services and infrastructure.
     

    HOUSING REVIEW AND THE GOVERNMENT’S RESPONSE

     

    1. The State Treasurer’s Office alongside the Department of Labor recently undertook a housing review which analysed the problems with the main problems with the supply of housing in Los Santos, and around San Andreas. In many parts of the state, house prices have increased rapidly, because the supply of housing has not kept up with demand. A number of recommendations have been made to improve the responsiveness of the housebuilding sector and the planning system, and these are now being taken forward, with a variety of initiatives and programs currently being drafted by both the State Treasurer’s Office and the Department of Labor, taking primary lead on this.
       
    2. The State Treasurer’s Office has made a start in increasing financial provisions related to affordable housing and will develop a grants program which aims to meet the needs of the state and local government, with the advice and consultation of the Department of Labor. This policy declares affordable housing a priority in the 2021 spending review.
       
    3. Programs administered by the State Treasurer’s Office seek to monetarily assist the local government for the implementation of public housing programs, and to improve their delivery of homes through creative use of readily available resources, especially working effectively with other providers. Funding for these programs will only be dispersed by the State Treasurer on a written account received by the Department of Labor sanctioning its approval.
     

    ANNEX A: THE ROLES OF THE DEPARTMENT OF LABOR AND LOCAL GOVERNMENT

     

    1. Delivering affordable housing requires effective joined-up strategic housing and planning approaches by the state and local government, focused on the use of resources, and coordinated processes.
       
    2. The Department of Labor has a vital role in strategic planning and decision-making, by developing a strategic approach to housing, and direct provision of services or their delivery through private contractors and providers. They take the lead in ensuring the right housing is in place to support the general vision of the government, in particular by working with the State Treasurer’s Office and the local government to deliver for those in need.
       
    3. The local government, consulting the Department of Labor, may provide public housing initiatives, assessing current and future need and demand for both market and affordable housing. The local government should ensure their programs function effectively to deliver a shared vision by working to agreed objectives between the Department of Labor and the local government.
       
    4. The local government should consider developing an early dialogue with the State Treasurer’s Office and the Department of Labor on the availability of grants in relation to the setting of affordable housing and considering applications for developments approved by the Department of Labor.
     

    ANNEX B: ESTABLISHMENT OF GRANT PROGRAMS

     

    1. The state is currently developing innovative schemes that offer assistance for affordable housing through the establishment of grant programs provided by the Office of the State Treasurer, consulting the Department of Labor on all home construction projects and affordable housing affairs. The government believes that it has a duty to provide homes to those most in need of them, and should not reject them without carefully considering their circumstances.
     

    CONCLUSION

     

    Supporting the most vulnerable people in our society is a priority for the government, and we value the important role that affordable housing plays. We are committed to protecting and boosting the supply of affordable housing. It is also an integral part of the wider social housing sector.

     

    We recognise that we need to make some changes to the way in which affordable housing is funded. The local government does not have sufficient control or oversight of provision and it is not always possible to ensure value for money for tenants or the taxpayer. As demand for help to live independently grows, we need a funding model that is fit for the future and can support the delivery of new much needed supply as well as making best use of providing affordable homes for people.

     

    This government has listened carefully to the concerns raised by citizens about the housing crisis this state faces, and now we are doing our best to bring our plans to action.

     

    It is our aim through making these changes to provide funding security to providers by allowing them to make long term investment decisions and therefore secure future supply. These changes will also ensure value for money for the taxpayer, enable the local and state government to have a stronger role in providing appropriately for the necessary areas and support better outcomes for people in need of our assistance. We are keen to ensure our proposals will work for the sector and welcome public views by letter or getting in contact with either the State Treasurer’s Office, the Department of Labor, or even get in touch with the lawmakers and legislative writers representing your district.

     

    It is vital that we continue to support the most vulnerable in our society, and have a sustainable supported housing sector which is fit for our future, providing value for money for those that pay for it and, most importantly, achieve positive outcomes for everyone.

  4. That's just usually part of the process with government factions, there's a lot of paperwork involved and I don't think there's a workaround it. The paperwork is usually there as a guide to ensure the system works properly and efficiently, and to ensure longevity - without it, it'll all fall apart. I know a lot of people might not be interested in coming home from work or school to write up more paperwork, but there are a few people who enjoy the administrative aspect of those factions, which heavily include paperwork, and it's obviously a clear reason why factions like government, judiciary, etc. attract specific types of people.

  5. Just because something isn't a lie does not mean that it isn't deceptive. A liar knows that he is a liar, but one who speaks mere portions of truth in order to deceive is a craftsman of destruction.

  6. I've seen another server in development (on RAGE MP) with mapping functions exactly like SA:MP where you can move objects/furniture however you like and without great difficulty of inputting values, etc. That method would be much easier to work with and would be much preferred, otherwise if it can't be done over here, this would be the next best thing. A good suggestion overall.
