It's a mixed bag. Most people confirm that mostly the nVidia driver is the one to blame, but not every system is identical. This seems to be mostly related to experimental RayTracing drivers, regardless if it's AMD or nVidia. Try a driver for your specific system that does not support RayTracing.

It appears my direct link was incorrect and was only for the RTX series (Strange stuff going on there nVidia.... they are the same drivers). This one is litterely the same but works on both GTX and RTX series: https://www.nvidia.com/Download/driverResults.aspx/145872/en-us

Use DDU (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html) to fully remove the drivers, reboot your system and then directly DL the version you want; For example for V425.31 you can use; https://www.nvidia.com/Download/driverResults.aspx/145871/en-us Don't let Geforce Experience install it for you, use the actual direct link to the driver mentioned above. Windows will install a 'basic' version of your display graphics once you reboot after the DDU clean.

Issue appeared on nVidia driver V430.64, reverted back to V425.31 and the issue went away. Latest W10 update (Build 17134.706)

This honestly does not need anymore explaination:

Some of the questions regarding the application on first-register with the server have an insane word limit. Allow me to explain; Some of the questions asked, have a 'ridiculous ' minimum word requirement. While I understand the need for it, to differentiate between those who really want to take this serious and those who don't; a 1K min req. on some questions is absurd. Some questions can easily be answered completely correct while not even coming close to the required word limit. Kind regards. (PS: If administration wants a practical example, I can show in PM.)
