  1. That's basically only your relative perspective which may or may not be common with other players' (very likely sharing the same roleplay environment and bias).

    What seems not sound, to me, is the way you phrase the idea in your title as if it is 'some kind of plotting by the server managers to ruin their own server.' Things change and develop. If something goes way wrong, ruins the roleplay experience (barring the play2win mentality populace) and is disapproved by everyone, I am sure they'd allocate enough attention to revisiting that.

    I live in California and literally can walk into a store and buy any type of Cannabis product I want, I've worked at a dispensary as well as an Assistant Manager for a company named Stiiizy. I know we cant be 1:1 with California but as a LEO on the server I would LOVE to see dispensaries and legal cannabis, it's pretty sad when someone gets arrested for cannabis. Its great roleplay that can create a different type of fun on the server and open up so many IC jobs from growing to delivery to retail.

     

    They can even make a new job for it if they wanted such as cannabis delivery, cannabis farmer etc 

     

    I think everyone from staff to government leadership made it clear that this San Andreas is not California, not not nearly 1:1.

     

    And according to the amended penal code, having 14grams of cannabis or cannabinoids is totally and completely legal.

    It was mentioned certain area's will have "50" people voting for it, I'm assuming this is based off where people live/own property in which case the actual people that RP in those area's wont have a chance due to how property is hogged, with people allowed multiple properties as well.

    First I would suggest fixing the housing crisis and give people a fair chance to actually vote in these "constituency" or "districts" or at least make it possible to register in only one regardless of what you own; rather where you identify to be a resident of. Personally don't see anything good coming from this over organization of 10 "Crammed" districts in a map where barely any RP occurs in certain areas.

     

    I believe that's what HOAX communicated. Each voter will have the chance to choose the district they'd be concerned with, and of course, there won't be people voting for multiple districts because each UCP account can only vote with one character and only once. 

     

    As for having areas wherein nobody roleplays, I don't think one can ignore certain areas and that actually mirrors locations and constituencies in real life politics, in US and other countries. Maybe what could be suggested is that, a registration census is performed to know the concentration of the population (roleplayers) in each district (or the turnouts in this election would be reference for seats distribution in future elections) and then according to that, each will be allocated the appropriate number of seats, proportionally (be it 1 for the less dense, and maybe even 4 for the ones with the biggest masses).

    [I don't think we can speculate for a bicameral system such as the actual one in the US, for now. But then, you can even think about a "fairer" system of legislation.]

  4. I honestly believe it's pointless to cheat (I assume you mean aimhack) in a roleplay server.

    I haven't played illegal / shootouts roleplay for a while now but I don't think it should have quite the immense effect (unless there's much unneeded OOC beef).

    By decree of the State of San Andreas Penal Code and enforcement authority of the San Andreas State Constitution, on MAY/14/2020, the defendant Kennin Crawley has been officially arraigned by the State of San Andreas by officials of the District Attorney's Office for violations of public safety/decency for the following charges;


    • FA. 208. First Degree Murder
    • FC. 606. Discharging a Firearm in Public
    • FC. 605. Brandishing a Firearm
    • FC. 119. Evading a Peace Officer
    • MC. 602. Carrying an Unlicensed Firearm

    In accordance with the Penal Code statutory law, the District Attorney's Office shall be recommending to the Superior Court for the granting of the following punishments;

     

    • Life imprisonment in state penal confinement with eligibility for parole after 2 years.
    • $0 in financial restitution to the state.

    On 11/MAY/2020 at around 04:00 officer Brecciaroli under the callsign AIRSHIP-1 was flying over Davis Area with Receptionist Sakura Watanabe when she received a 911 call about a shooting happening on Roy Lowenstein Boulevard. AIRSHIP-1 flied to the given boulevard and saw a group of people running around to different directions, AIRSHIP-1 noticed there was a body on the ground by the sidewalk. Officer Brecciaroli constantly zoomed her camera into everyone, trying to locate an aggressor or anyone with a weapon in hand, there wasn't an active shooter at first. She noticed a biker on the multi-story car park to the South of Impound Lot, which had a clear angle to the street. The biker went further into the garage as the Helicopter lowered its altitude, officer Brecciaroli tried to regain visual and as her attention was on the biker, suspect Kennin Crawley appeared between the houses on Roy Lowenstein. Officer Brecciaroli's camera was zooming into the biker so she couldn't catch which house suspect Crawley came out from, but the Helicopter heard more shots and saw suspect Crawley shoot down a male several times. Victim collapsed to the ground next to the other body that was already down. AIRSHIP-1 then witnessed suspect Crawley walk up to his victim and stand next to him only to keep shooting him several times. Officer Percival Collins under the callsign 2XL10 and Sergeant Shane Mitchell under the callsign 2-TOM-10 were the first arrivals to the scene. Suspect Crawley immediately got into his black Oracle (RYG476) as he heard the sirens close up and attempted to evacuate the scene as Sergeant Mitchell was about to arrive. AIRSHIP-1 tracked the vehicle towards Carson Avenue and Sergeant Mitchell formed the pursuit line while officer Collins stayed with the victims and collected casings. After a five to ten minutes of chase, suspect Crawley crashed into a Caracara by the entrance of the alley that is located to the north of Grove Street, next to Grove Street Gas and came to a stop. He was then secured without further resistance and it was found that he had a pistol on him.

    After the suspect was taken in custody and mirandized, officer Brecciaroli asked him questions about the shooting in the processing room while sergeant Mitchell processed the suspect. According to suspect an armed fight between two groups were taking place at that time and the body that was already down when AIRSHIP-1 arrived to the scene was suspect's friend and the person that suspect Crawley shot was a part of the group that murdered his friend. He stated that the reason he shot him was self-defense. He admits that he ran into one of the houses for his own safety when the shooting started and he came back to return fire with his illegally owned firearm, therefore officer Brecciaroli noted that suspect was not under immediate threat when he returned fire but instead made his own decision to come back out of the house and shoot at the people outside.

    After a brief investigation made by officer Collins at the scene, it was found that there were multiple shooters in the scene, it is believed that there were at least four shooters or/and weapons used in this shooting. Officer Collins also found an SMG in the scene dropped by one of the bodies which could not be identified as to which one dropped it because both the bodies were positioned so close to each other.

    After a seperate investigation made by Sergeant Mitchell in the scene where the vehicle pursuit ended, it was found that suspect Crawley had no drivers license and the vehicle that was used in evading (which belonged to the suspect) had illegal level of tint.

    Footage starts with the helicopter arriving Roy Lowenstein and start circling around the area above the crowd, one can see the altitude of the helicopter quickly decreasing as she focuses on the scene. The camera first zooms into the dead body on the ground as it lays down in a growing pool of blood.

    Camera then runs through the people running around the body, there are no vehicles in sight of the camera other than Crawley's Oracle (RYG476) and camera does not see any other weapons while it quickly moves towards the multi-story garage and focuses on a masked male wearing completely grey clothes. He has grey pants, jacket and a cap, driving a black Sanchez down into the garage after looking at the helicopter. The camera keeps running up and down around the garage, eventually focuses to the entrance of the garage, expecting the biker to come out from there.

    A set of shots can be heard from below as the camera quickly shifts back on Roy Lowenstein Boulevard where one can see Kennin Crawley shooting at a male standing next to the body. The male collapses on the ground quickly and Kennin Crawley walks over to his Oracle and stand next to the body before shooting the downed male again several times. Soon the sirens can be heard in the background and it seem to alert Crawley, he instantly jumps into his car, Oracle (RYG476) and starts to drive Southbound and soon police vehicles catch up to him. The pursuit goes around Carson, Covenant, Davis avenues and Grove Street area. It ends with the suspect crashing into a Caracara in the alleyway to the north of Grove Street, the vehicle attempts to drive further ahead but the engine just dies out. AIRSHIP-1 stays above to watch the suspect getting secured, he steps out with a gun in his hand and quickly drops it, soon getting cuffed and the footage ends. **

The recommendations for this opinion are as follows;

    In conclusion of this arraignment.
