Add dogs to the new donator rank

Short description: Simply add dogs as well to the new Platinum rank, not just cats.

Detailed description: 300 WP is a lot of IRL money and I don't understand why dogs shouldn't be allowed. It does not exactly seem fair to allow cats but not dogs?

Seemingly a lot of people are held back from purchasing plat because of this restriction, it wouldn't hurt to have a selectable pet.

The dog is not planned to be part of any package, It'll remain a cat!
