La Rumorosa is a town in the municipality of TecateBaja CaliforniaMexico. It has a population of 1,836 inhabitants. It lies on the road between Mexicali and Tecate, and it is directly across the international border from Jacumba Hot Springs, California.

Local neighborhoods known as colonias are infested with gangs who operate across the city in territories known as plazas on behalf of stronger organizations. Groups like the Barrio Azteca and Surenos 13 have evolved and thrived making business on both sides of the border.

On June 11, 2018,  Blaine County coordinated, multi-agency law enforcement operation was conducted today to dismantle a vast international drug trafficking organization that conspired to distribute methamphetamine and heroin manufactured in Mexico throughout the San Andreas Metropolitan Area, announced Sam J. Noah, U.S. Attorney for the District of San Andreas.

Federal search warrants were executed at 9 locations throughout the San Andreas area. Investigators seized 12 pounds of methamphetamine, four ounces of heroin and seven firearms and arrested 14 defendants. After months of investigation, at least 13 alleged gang members were arrested during the raids conducted.

“While communities across our state and country are reeling from the opioid and addiction crisis, there are criminal organizations whose sole purpose is to profit off addiction. At its peak, this network was bringing more than 70 pounds of methamphetamine and heroin into San Andreas every week—nearly 50,000 individual user doses,” said U.S. Daniel Bragg. “This country and communities in San Andreas are drowning in deadly substance abuse. Vulnerable people addicted to drugs of all kinds are the targets of greedy criminals pushing their deadly poison. We will continue to work with our federal, state, local and tribal partners to disrupt these criminal organizations.”
