Howard Penkins Speaks Out On Claims Made By County Residents

Stone: So, Mr. Penkins. I'll cut to the chase with this one. County residents are angry about you and the most alarming claim is that you beat a kid to death. Is there any truth to this claim?

 

Penkins: I'm not allowed to say much about that situation, but there's been an incident where in act of self-defense an adult suffered injuries that led to his death.

 

Stone: And when you say adult, what age range would you say?

 

Penkins: I can't tell for sure, but my guess is nineteen? If he was a kid I would've been told. I myself don't know a lot about the aftermath of that specific situation.

 

Penkins: What I'm sure of however is he wasn't a minor.

 

Stone: So this young man, he died as a result of physical injuries sustained in a beating? no use of a weapon involved?

 

Penkins: Less-than-lethal force was used against him.

 

Stone: What lead to this individual's death /exactly/? Are you aware of what injury caused him to pass away?

 

Penkins: I'm not— I mean, less-than-lethal deaths occur rarely— sometimes you never know you're tazing somebody that's asthmatic or with a heart condition… I'm not supposed to be sharing much detail of the situation, but what is public information and what's already known is that an investigation was conducted.

 

Stone: Well did his head bounce off the ground? Did he appear to drop dead? There must have been some sign that he had died or suffered an injury during the scuffle.

 

Penkins: I suffered injuries myself during that situation and received on-scene treatment then left immediately to begin investigations, I don't know the rest of the facts. Perhaps you could get in touch with SAPR to get more intel about it.

 

Stone: SAPR will provide no comment. So it's up to you whether or not you share this with me. May I ask what started the incident with the individual, before I move on?

 

Stone: Why the two of you were interacting in the first place.

 

Penkins: It's actually a three-man interaction— I was arresting somebody and the subject ambushed me to prevent that arrest. They both jumped me.

 

Stone: Were you alone on shift at the time?

 

Penkins: At that time? I was the only one on scene. I tried calling for backup but by the time they arrived I had already apprehended both of them.

 

Stone: Alright and moving on, there were other claims raised that you were harassing locals and inventing reasons to pull them over. Would you say you've harassed county residents?

 

Penkins: …I wouldn't.

 

Stone: How do you explain these claims, then? What do you think is actually going on when county residents are saying these things?

 

Penkins: I'm definitely not inventing reasons to pull over anyone— and I'm most certainly not harassing anyone. I swore an oath upon joining the Park Rangers, part of that oath is to maintain the peace and save lives.

 

Stone: So would you say you were doing your job as Park Rangers intended, patrolling a local community and maintaining the peace?

 

Penkins: I was just doing my job— yeah.

 

Stone: And the remaining claim was that you'd been bothering women in the county and refusing to leave when told to do so. Again, is there any truth to these claims?

Penkins: Didn't know they're doing stand-up comedy in Sandy now.

 

Stone: Thinking back, do you believe there are any interactions you had in Sandy and surrounding areas that could have led to these claims at all?

 

Penkins: The last one? Not really— I don't know how I'm supposed to reply to except to ask them for any proof.

 

Most of the interactions that I've done are recorded by a dashcam footage that's almost as good as your camera— if anyone felt threatened or sexually harassed by me— I ask them to take it to the department and to court.

 

Stone: Very well. The thing is, Mr. Penkins. I haven't seen this sort of response to any other rangers. Do you have any idea why you've been targeted if indeed what you're saying is true?

 

Penkins: I'd say it's because of the kid killer rumour.

 

Stone: And did this ultimately lead to your resignation? Or did you have other reasons for resigning?

 

Penkins: Being threatened and targeted isn't the reason I resigned.

 

Stone: Can you expand upon why you did resign?

 

Penkins: I can't say much— it's personal, but I believe it's the right thing to do.

 

Stone: Looking back on your career with San Andreas Park Rangers, do you feel there are things you could have done differently or improved upon?

 

Penkins: I don't think I can answer that question— I've worked with a lot of people before, both government and private. They may be willing to answer.

 

Stone: Do you harbor any regrets regarding the death of that young man, or do you simply feel it was an unfortunate consequence of the circumstances?

 

Penkins: That's also subjective— I believe that the death of that man is due to unfortunate circumstances.. People do mistakes, he took his mistake perhaps too far.

 

Stone: Before we conclude, is there anything you'd like to say to county residents?

 

Penkins: Just to be careful with their decisions... I also want to thank everybody for their kind words.

 

And a very kind message to Mongols— just don't try to find me, you never will. I've been green-lit by tougher girls than you.
