Job Summary
Under general supervision, performs advanced journey-level professional human resources work of difficult and complex nature in the areas of recruitment and selection, equal employment opportunity, classification, salary administration, training and employee development, employee
relations, and/or related fields; gathers and analyzes data and information; drafts reports and makes recommendations.

 

Essential Functions (Core Competencies)

  • Serving as system administrator for the daily functions of the software program used for benefit and payroll processing and management.
  • Preparing and maintaining the Personnel Policies, Procedures, and Rules; advising the CEO, judges, and staff on the interpretation and application of those rules.
  • Conducting or coordinating surveys and analytical studies regarding classification, compensation, benefits and related issues.
  • Serving on the bargaining team or as Chief Negotiator during labor contract negotiations; updating the MOUs after negotiations.
  •  Serving on the management team for Labor/Management Committee meetings.
  •  Serving as plan administrator for benefit plans.
  •  Investigating personnel matters regarding court staff and preparing related reports, including proposed disciplinary actions.
  •  Serving as a training resource for staff and maintaining the database to track staff training.
  •  Maintaining and updating the Injury and Illness Prevention Program (IIPP) and Court Ergonomics Program programs and booklets.
  •  Oversees the court’s workers’ compensation program; conducting or scheduling ergo evaluations, when needed, and working with the claims examiner.
  •  Maintaining membership in one or more HR organizations to keep current on national and state HR legal requirements; may be required to attend HR conferences or trainings on an as-needed basis.
  •  Serving as ADA Coordinator for court staff and visitors.
  •  Maintaining information in ID and security card databases.
  •  Serving as liaison to other agencies on HR-related matters.
  •  Organizing and managing multiple priorities.
  •  Performing work that includes work assigned, scheduled, and prioritized by others.
  •  Performing other related work as required by business needs.

Knowledge, Skills, and Abilities – The successful applicant will possess the following (KSAs):
Knowledge of:

  •  Principles and practices of human resources management including recruitment, testing, classification, employee/labor relations, equal employment opportunity, staff development and training, compensation and benefits, Federal and State employment regulations and guidelines.
  •  Applicable laws, codes, regulations and policies, including the Trial Court Employees Protection and Governance Act.
  •  Correct use of English language, spelling, and grammar.
  •  Knowledge of office methods and procedures.

Ability to:

  •  Communicate effectively with people of diverse socio-economic backgrounds and temperaments, both orally and in writing.
  •  Manage, supervise, and perform the full range of professional human resources work.
  •  Understand and interpret complex regulations and technical information.
  •  Establish and maintain financial records and prepare complex forms, statements of record, summaries and reports.
  •  Gather, review, and audit data and information for compliance with established procedures and controls.
  •  Establish and maintain effective working relationships with judicial officers, court staff, governmental agencies, employee representatives and the public.
  •  Make accurate arithmetical calculations.
  •  Write clearly and concisely.
  •  Use sound judgment within the framework of policies, procedures, and guidelines.
  •  Maintain confidentiality of information.

 

Educational and Work Experience Requirements

  • Graduation from an accredited college or university with a Bachelor’s degree in business or public administration, psychology, industrial relations, human resources management or a closely related field and five years of progressively responsible professional level human resources experience.

  • Physical demands: While performing the duties of this job, the employee is required to stand; walk; sit; use hands to finger, handle, pinch, pull objects or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must routinely lift and/or move up to 10 pounds and to occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Work environment: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time. The noise level and traffic level in the work environment are similar to a busy office.

 

Normal business hours for this position: Monday through Friday, 8:00 a.m. to 5:00 p.m.

  •  SanPERS retirement plan (specific plan determined by SanPERS); the Court does not pick up any of the employee’s contribution.
