They dont need to pretend its full of traffic, just gotta stop treating the server like one big need for speed game. Really isnt that hard to go a reasonable speed. It needs to be enforced by administration more.

One requires you to use your imagination and fill in the blanks. The other creates an impossible reality that makes no sense to roleplay in, and still requires you to use your imagination extensively.
