Remove the ability to /vget while in jail

It's pretty simple. Some people like stashing items in their vehicles, getting imprisoned, and then /vget /fixveh their vehicles into TTCF to get heaps of drugs and weapons. There have been factions ruling the prison scene because of this in the past. 

I'm not trying to be some type of narc but if you can't build the connections or have the creativity to get drugs in, why should you get that advantage? I have no idea if this still goes on, but back when bikes had storage it was happening all the time, I have recently returned to the server and thought since I'm roleplaying in TTCF I want to make sure everything is fair and on an even playing field.

Aside from this type of abuse needing to be a permaban, quite easily, considering the clear malicious intent, this could be a thing. However, as this can only be intentional, I'd prefer seeing a system where the commands in prison are logged specifically so abuse can be dealt with more appropriately and players involved in it banned.
