Yes, that is the exact issue people have with the existing day/night cycle.

No. Wrong. You KNOW the server time, at any hour. Because it's always the same, GMT. If you switch to 6 hour days or some other fuckery then it's all chaos and server time is meaningless. You'll talk on facebrowser, you'll set up an event and you won't have any idea what hour it will be ingame when it actually happens.

Server time isn't changing. Only the day/night cycle is for pure aesthetic purposes.

Sure, but that still means you don't know whether it's light or dark outside.

You'd invite someone out for a drink at 10PM and it's daylight. That's shit.

Make it turn night at 10-11 PM. The one or two hours before that are sunset. Sunrise can be at like 3-4 AM. Just shorten the night instead of mixing and mashing and playing with the timezones.

I've seen it recommended that we swap the timezone every week/month/whatever else. Problem is: making it so that we go through an entire day in only four hours would achieve a solely confusing effect, where the time/sunlight only becomes a matter of guesswork, which would be no fun.

If possible, I am comfortable with this idea, reduce the night time so even EU players that arrived from work can still get some daylight rp going on.
