Add a new section for legal factions

There's nothing wrong with a forum space being more organised. Not everyone is going to have the patience to sift through the endless amount of illegal factions to find legal ones. It would be nice to just go to a section where legal faction threads reside, to just make everyones life easier.

Since most factions are related in the Government & Leo section, I glanced through the overall faction area and provided 'legal' red tags to the legal factions who have a thread there. Hope this helps for now as I don't quite think there's enough legal factions (yet) to provide a different section.

So it's easier to check out which factions are legal and easy links to the threads and whatnot!
