No Crime Zones & Muggings — Overhaul


It's no secret that exteriors are getting less enjoyable for the general population to roleplay within; this has been displayed upon countless threads where we've had to discuss this.

Rule 12, Crime-free Areas and Rule 10, Robbing & Scamming are the primary rules that influence this massive overbearing increase we have seen in poorly roleplay muggings. By combining ideas from all the above threads, despite not agreeing with them 100% myself, new rule changes have been written.

 

These changes do not benefit illegal or legal role-players, this is to benefit the overall quality of the server currently. 

 

Red marks a removal.

Green marks an addition.

 

12) Anti-Crime Zones

It is not permitted to commit crimes or to provoke players within crime free areas. However it is allowed to continue the crime if the roleplay was initiated somewhere else.

 

Crime free areas include the following locations:

  • Government buildings (such as police and fire stations, the prison and city hall).
  • Banks (ATM's not included) 
  • Airport
  • Customization feature (the player is considered INSIDE the building)
  • Ammunation area

E.G.

  • Robbing a player at a bank.

 

In order to promote a more realistic environment, several parts of the map will have the level of crime in them restricted. These areas would realistically have a high police or security presence (eg. active patrol stations, airports, the subway system), heavily populated and covered by CCTV (the downtown area and tourist areas) and high levels of traffic (major intersections and highways). 

 

Note: For the purposes of this rule, role-play is considered as "initiated" when the victim could reasonably be aware of the attacker's presence or starts reacting to it. Once this occurs, the victim cannot intentionally go to a No Crime Zone and expect protection via the rules.

 

Definition of Zones

  • No Crime Zone — any area in which crime is forbidden no matter what.
  • Restricted Crime Zone — any area where mugging or asportation (transporting a person from a location to mug them) cannot occur without clear permission being given by an admin beforehand. Other crimes in these areas, particularly crime that grabs attention such as shooting, are held to a higher standard. e.g; the burden is on the person deciding to shoot to prove that the situation could not have been done in a more secure location, or that the situation was pressing enough that it demanded immediate action. No other crimes are limited within this zone.
    • Restricted Crime Zones do not apply to scripted illegal factions with a historical claim to an area, such as a gang operating within their own neighborhood or neighborhoods they would realistically operate in based on their real life equivalent and in-character development. This should not be done excessively, however.
  • Neutral Zone — any area not covered by an anti-crime zone definition.

No Crime Zones are as follows:

  • All airports and airfields;
  • government buildings, such as the State Capitol, city halls and hospitals (medical centers not included);
  • banks, ATMs not included;
  • buildings belonging to law enforcement agencies, such as their headquarters, patrol stations, jails (see jail rules), Bolingbroke Prison (which is considered active IC) and training facilities; 
  • Los Santos Fire Department buildings, such as their fire stations, headquarters, lifeguard tower and training facilities;
  • the subway system as a whole, but not including any tracks above ground;
  • NPC dealerships that are scripted in where you can buy cars brand new (player owned dealerships require admin permission to commit crime at);
  • customization areas, such as clothing stores and barber shops;
  • gun stores.

Note: In instances where there is a secluded area close to a No Crime Zone, e.g. an alleyway next to a bank, this is not covered by a No Crime Zone.

 

Restricted Crime Zones are as follows:

  • tourist areas which include Vinewood Boulevard, Galileo Observatory (including the parking area), the Vespucci Beach promenade (the paved area with storefronts that run the length of the beach) and the Kortz Center;
  • the University of San Andreas, Los Santos (ULSA) & Richman Hotel;
  • Downtown Los Santos (Pillbox Hill and Legion Square), with the border defined as east of the La Puerta Freeway, south of the Del Perro Freeway, north of Adams Apple Boulevard and west of Strawberry Avenue (alleyways and other discreet locations are not counted); 
  • all freeways and highways, including the on-ramps and off-ramps, not including under them;
  • the immediate area and parking lots of gun stores, regardless of them being open or not;
  • Portola Drive and Little Portola (the pedestrianized zone where the single-player jewel heist occurs);
  • the entire dock/port area (Elysian Island/Terminal);
  • beaches connected to populated areas as well as their piers, parking areas and recreational areas (tennis courts, workout areas and skateboarding areas). This rule includes Vespucci Beach, Del Perro Beach, Chumash, Paleto Bay Beach (the border is in line with the town itself at the western-most point and ends where the beach ends on the east side). Other beaches are considered too remote and crime may freely occur there;

Note: These areas only restrict muggings or kidnappings without prior admin approval via /report, IC justification is required and will be asked for. Some areas require a lot more justification than others. Players who are discreet and creative are a lot more likely to be able to do more crime in Restricted Crime Zones. The intent of the rule is to prevent blatantly obvious crime from occurring on a regular basis. Players are also more likely to receive permission if they are open to facing additional consequences such as allowing investigators to have CCTV footage of the incident occurring despite no cameras being scripted.

 

Examples:

  • Initiating any situation within a neutral zone and attempting to flee into an anti-crime zone and expect protection or for the situation to cease, anti-crime zones do not protect on-going scenarios;
  • parking outside an ammunation and waiting for people to purchase PF guns to mug them;
  • attempting to hijack a vehicle in front of a police station without admin approval;
  • attempting to mug someone at the Los Santos International Airport or Elysian Island ports;
  • attempting to kidnap someone within a subway station;
  • attempting to mug someone at any beach within city limits.

 

 


10) Robbing & Scamming

Classifications:

  1. Mugging - taking or attempting to take anything of value by force, threat of force, or by putting the victim in fear. This is done on foot, no usage of vehicles. For example, people shouldn't be rolling up in a car/cars for a basic mugging. (/rob) & (/mug)
  2. Robbery - holding up a 24/7, a store, something that involves 'both' of the above. (/report)
  3. Burglary - breaking and entering and sometimes housebreaking, is illegally entering a building or other areas to commit a crime. (/breakins) (/arson)
  4. Scams - any form of deceitful roleplay, or fraud, in order to obtain something from another player.

10.1) Mugging

It is only permitted to /rob or /mug another player for the items they have on themselves at the current time, this does not require admin permission unless within a Restricted Crime ZonePlayers may not rob/force other players to withdraw money from the bank or an ATM. Debit cards/credit cards also fall into this subject.

 

Perpetrators of a robbery are expected to do thorough /me's of where exactly you are searching on the body of the person. You cannot make one long /me to search everywhere, it needs to be broken up and then asked in a /do if any items could be found. 

 

Victims of a robbery are expected to roleplay what their robber would find based on the descriptions of the search performed on them accordingly. Only at the end of the roleplay surrounding the robbery, once the robber is done with roleplaying taking what they can take and finished with the presented search, is when the victim must /arob upon request of the robber. These following rules go forth for Law Enforcement as-well. Those being frisked by Law Enforcement, may only ask and present the command of /frisk after the RP is said and done. 

 

It is forbidden to mug anyone when:

  • you're using a motorcycle / quad / ATV, these vehicles are fully forbidden for such roleplay unless previously approved by an administrator using /report;
  • you're using a rented vehicle;
  • you're using a vehicle in an unplanned petty mugging for quick cash, unless admin approved;
  • you've travelled miles away from your characters' residential anchor to mug someone;
  • you've baited the victim using an advertisement or the taxi script;
  • you're not using /rob to force the other party to show their items;
  • they're using a boat to perform an activity;
  • you may /report to perform robberies on situations involving the previous bullet points.

10.2) Robbery

Smaller and "in the moment" robberies can be conducted without an approved IFM request. Admin permission and supervision is still required for these, /report to get it. Example: Robbing an open 24/7.

Robbing a business must be approved via /report with a description of what is attempting to be robbed, this is for in the moment robberies that do not have excessive previous planning, e.g. /report We are a group of punks attempting to make some quick money, we want to try and stick up the open Vinewood 24/7 to rob the cash register. 

 

Shoplifting without the demand of any items or cash, and purely for roleplay, does not require admin permission.

 

Robbing a business also falls under the stash-info rule. However, any cash left in the "cashbox" will now represent the cash register. Players may steal a cash register and whatever money within the "cashbox" will be issued to the robber.

 

Large and sophisticated business robberies must be approved by IFM. They can be requested through the IFM requests board here: https://forum.gta.world/en/topic/54778-ifm-—-requests-board-formats/ using the "Heist" format. E.g. a robbery on a casino or gambling oriented business requires IFM permission.

 

- Target of the robbery.

- Goal of the robbery (money, revenge, etc).

- List of participants. - Plan of action (entry, getaway, etc).

 

Examples:

  • attempting to hold-up a 24/7 or café without admin approval;
  • attempting to rob any open business without admin approval.

10.3) Burglary

You may use /breakin to rob any property, this submits a request to the administration team which you should include a brief description of your reasons. /breakin is accepted by administrators only if they have the time for it as it requires 20 minutes of active monitoring, which might be difficult to do during peak hours.

 

Anything that is not defined within /stashinfo can be described as anywhere by the handling administrator, e.g. in plain view on a table. This includes money and items alike.

 

For those who own properties that have cash within the cashbox or generally within the property inventory, must have defined in the stash-info where the cash is, or the administrator handling the report may freely come up with an area the cash is in.

 

If you have a key to a property that is not yours, and you are a tenant, you must still submit a breakin request to roleplay searching and taking items that are not yours. Motels are not included under this rule, leave items in a motel at your own risk as they can be taken by anyone.

 

Usage of /rent to access the inventory is forbidden and bannable. If you just want to roleplay a regular property robbery without stealing real items, you may use /robprop [In development]

 

You may use /vbreakin to rob any vehicle, this brings up a minigame for you to complete using a lockpick. You must roleplay breaking into the vehicle before or after beginning the minigame, but not when you are already within the vehicle. You may then use /hotwire to roleplay hotwiring the vehicle, this must be done before or after you use the command, but not when you have already driven away.

 

Examples:

  • entering an open house and forcing the occupants inside to comply with a burglary of their house or safe without an approved /breakin request;
  • getting a key to a property and clearing out the property inventory without an approved /breakin request;
  • submitting multiple /breakin requests for the same property or to get a faster response, this can result in a ban from breakins.

10.4) Scams

It is only permitted to scam another player for a maximum of $75,000. It is not allowed to scam properties. These include and are limited to vehicles and real estate. There are no limitations on drug and weapon scams, or on loans (a namechange / CK during an active loan will lead to your money being removed and given back to the loan contract owner). This applies to both scamming a player for a drugs or weapons and for scamming a player for money off a drug or weapon scam.

 

Examples:

  • offering to "look after" a vehicle and having it sold to you and refusing to return it when asked;
  • tricking someone into selling their property to you instead of giving you keys;
  • selling a house to someone and not giving them the attached garage.

10.5) General Robbing & Scamming

Chaining robberies on your character unless adequately roleplayed will be considered unrealistic and a poor portrayal of a character, so be careful if you choose to go that way.  

 

Examples:

  • Going travelling door to door to each house and/or vehicle to check if it is unlocked is considered chain robbing;
  • consistently robbing people in a very short period of time. Players should wait a while before attempting this again;

Unrealistic portrayal of robberies and characters which exist only to conduct robberies is bannable, for example:

  • driving into the county as a gang member in South Central to conduct a robbery in Paleto Bay for no sensible IC reason (e.g. your path has not realistically led you to Paleto Bay for any discernable reason, this would be a significant drive on an IC basis);
  • driving on a dirt bike with masks, not communicating, but pulling up to any pedestrian to conduct a gun-point robbery at drive-by;
  • chaining robberies unrealistically, or unrealistic portrayal of a crime spree;
  • moving from robbery to robbery and demanding victims move as quickly as possible, or clearly conducting robberies simply to gain OOC assets rather than for roleplay;
  • conducting robberies with overuse of force (such as 4 assault rifles) or for the purpose of provoking conflict (seeking to rob people in a gang neighborhood for an excuse to shoot them);
  • attempting to kidnap someone for the sole purpose of mugging them.
