Officer-Involved-Shooting - 28/DEC/2021 - Little Seoul

The following publication is a critical incident community briefing. Intended to provide you with information about an Officer-Involved-Shooting that occurred in Little Seoul, on Ginger Street, in the city of Los Santos, at approximately 09:00 a.m., on December 28, 2021. The Department will provide you with relevant information about the incident, so you can have a better understanding of what occurred, based on what we know right now.

The LSPD conducts very thorough use of force investigations, which typically require investigators to interview multiple witnesses, view numerous hours of video footage, and analyze a significant amount of forensic evidence. We are still at the very early stages of this investigation which can often take up to a year to complete and our understanding of the incident may change as this additional evidence is collected, analyzed, and reviewed.

We also do not draw any conclusions about whether the officers acted consistent with our policies in the law until all the facts are known and the investigation is complete.
On the 28th of December 2021, at approximately 09:00 a.m., was an LSPD unit assigned to Mission Row Patrol Division involved in an officer-involved shooting.

Whilst conducting routine patrol within the Little Seoul area on Vespucci Boulevard and Decker Street, a patrolling officer observed a rental blue Maxwell Abso driving at a high rate of speed, in the incorrect lane of travel. The officer attempted to stop the vehicle and conduct a traffic stop, however, the Blue Abso failed to stop which initiated a vehicle pursuit.

LSPD patrol vehicles are equipped with Digital In-Car Video System (DICVS) that is utilized to enhance officer safety, document events, and provide visual as well as audio data for use in investigation and prosecution. Here is the video footage retrieved from the beginning of the incident.

The vehicle pursuit came to a stop a few moments after the pursuit was initiated. The suspect stepped out of the vehicle in order to flee on foot. Mid-pursuit they withdrew a firearm, shooting in the direction of the pursuing officer, striking them once. The pursuing officer returned fire, resulting in an officer-involved shooting.

The suspect and their firearm were secured by responding units. The firearm was found out to be a ghost gun. Ghost guns are unserialized and untraceable firearms that can be bought online and assembled at home. They are often sold through "ghost gun kits," which include all of the parts and often the equipment necessary to build these weapons at home. These kits are widely available and can be purchased by anyone, including prohibited purchasers, domestic abusers, and gun traffickers — without a background check.

The Los Santos Fire Department responded to the incident to provide medical care to both the suspect and the wounded officer. The suspect was transported to Pillbox Hill Medical Center to receive treatment however was later pronounced deceased. The individual has been identified as a Los Santos resident, their identity will remain withheld until the next of kin has been notified. The involved officer was also treated for gunshot wounds pertaining to the incident. They are currently stable at Pillbox Hill Medical Center.

Over the next few months, a thorough investigation of the incident will take place in close cooperation with the District Attorney's office.
