Add /sp to all road and naval vehicle classes, aerial if possible

Detailed Description: in cars people can use /sp to limit their maximum speed. Due to problems with cruise control, it has been said many times that other vehicles can't use cruise control. However, I believe /sp can function on it's own and in all vehicle classes (purely theoretical, so please correct me if I'm wrong) as it only limits the top speed and doesn't make cars float like cruise control does. For people roleplaying a character that enjoys bikes and/or boats, this means they cannot benefit from a mechanic that would replicate throttle control, especially when they're using their keyboard to drive. It would be a huge boost to quality of life if /sp was enabled on all vehicles, even aerial ones if possible (though it's likely not needed, I'm sure frequent aerial roleplayers can give input on that). I don't know if the cruise control and speed limiter scripts are tied together so it might require additional development to split them apart, but I believe it should be possible to simply limit speed on most if not all vehicle classes.

Relevant Commands/Items: Add /sp to more vehicle classes. Perhaps make it a button that automatically sets it to the speed limit on the current road.

How will it benefit the server? Players will be able to more smoothly follow IC law if their character is so inclined. It will also allow more comfortable cruising on boats, bikes, and perhaps even vehicle classes I'm forgetting. It would be a massive QoL improvement in my opinion.

+1. So annoying when you're on a motorcycle or a boat but have to hold down W.

This suggestion won't stop you from having to hold down W, that might be possible to change with a set throttle percentage input for a suggestion, this is purely about the speed limiter, not to be confused with an autopilot or cruise control.

I don't think that'll work properly on aircraft as it may cause stalling unless the developers thoroughly test the multiple speeds to prevent stalling.

That's why a minimum speed would be needed for aircraft, but aircraft are not the main target for this suggestion.
