Robberies and kidnappings

Short description: Establish a higher standard/requirement to justify or distinguish kidnappings from robberies/muggings.

Detailed description: The act of a kidnapping should come with a bit more weight than the current attitude around it as an option in the criminal community. Traditionally kidnapping is reserved for situations in which a bigger score is guaranteed in order to warrant the greater risk, but the current attitude around kidnapping is that it exists only only as a meta means to completely remove risk or inconvenience the victim further.

This is not a request to require administrator approval for a kidnapping.

Rather, it's to ensure that subpar reasons for kidnapping be deemed punishable under the rules. Kidnapping charges come with some pretty hefty legal penalties, and shouldn't be on the table unless the responsible party knows what they're getting is worth the risk. That means knowing BEFORE the kidnapping,

- some idea of what they'll get from the victim that they can't get from a conventional mugging (such as knowing ahead of time an address, or business location that belongs to the victim)

- someone that is both connected to the victim AND willing to pay a ransom

- some previous interactions that would warrant the kidnapping for reasons unrelated to robbery, like gang/mafia/criminal/legal/some ties to an opposed group

How would your suggestion improve the server: The goal is simply to improve the standard of roleplay surrounding robberies, so people can knowingly report with confidence when criminals take too high a risk for what would reasonably be too low a reward. Criminals shouldn't be risking years or even decades of their lives for pocket lint and empty gum wrappers.

Given that most kidnappings are used as the above mentioned meta lately just to walk off with a handful of dollar bills, this is a good step in the right direction. It does not necessarily punish those that put thought and weight into their decision for a kidnapping the way it would with a blanket ban, permission or mandatory admin supervision, and helps in curbing low quality robberies turning kidnapping.

Exactly this does not punish criminal roleplay at all, just adds immersion to it. Everyone can kidnap anyone and rob them somewhere far, but is it fun?

Not really I guess. But how the robberies are handled now. There should be a window, given this is text server. Players need to take turns, else it's not fair.

Many people decide to kidnap their victims, cause people usually just barge in ruin everything you know. This is text server, where you have to type everything. So it can be slow. I do not condone kidnapping. Just saying why it happens in first place.
