BINGBONGBALONEY
Theoretically possible but an absolutely extreme amount of work that nobody in their right mind would take up, we're talking potentially months upon months of work here. The only possible and realistic alternative would be porting everything above the shoulders to both genders - hair, hats, necklaces, earrings, etc - as everything on characters' heads are identical between genders, the only problem being the file size potentially doubling on a pack of clothing that is already pretty chunky. I actually posted a suggestion for something similar here regarding hairs though. Link to comment
hipsxn
It's possible but would require an extreme amount of work. Female clothes are NOT made to work with male models, they have their own proportions etc. If you want to use female clothes as a male character, then just change the gender model. This isn't really needed and the development team can focus on prioritising scripts that have been in the works for months. Plus, it would require players to download a shit ton of data, which probably costs the server a ton of money to even push out. Link to comment

This is highly inefficient, given the fact that you would have to reset your characters gender every time you want to wear the other genders clothes, and will have to remake the face every time. That is the only way as of now. Unless you're going to find a modder to edit the models to fit the male/female model, then there's no fix. GTA has its limitations, as someone who makes clothing mods, it's just not going to work. Link to comment
Swag
It's not needed imo and will look just weird... Link to comment
mikethemike
Female clothes will not work on male bodies or vice versa as their torso models are different & it'd just clip through. Impossible to add in. Link to comment
