The Irish population in San Andreas has always been overshadowed by cities like Boston, New York and Philadelphia but in 1990, San Andreas' Irish-American population was estimated to be around 2 million. Despite the fact, the Irish have no real "quarter" like Chinatown, Little Seoul, and Little Armenia, their presence in the city has always been nearby. Just because there's no constituency doesn't mean there's no existence which is a statement Keith Breslin, the owner of Nancy's Pub in East Vinewood stands by. He commented, "We're everywhere. You can't nail us down to one place and that's because we're all over the city. Maybe not in big groups but 2 or 3 here and 2 or 3 there adds up, doesn't it?"

But it's the ones you don't see you have to worry about.

A burglary ring responsible for hundreds of burglaries in the Southern San Andreas area has been under increasing pressure and scrutiny from law enforcement in recent months. According to a source involved within the LSSD, a special burglary task force has been designated to apprehend those involved directly but also those "part of the bigger picture." The LSSD took lead on the investigation because the organization concentrated on targeting farmlands but as a result of the sophistication

and organizational advancement, the operation expanded into much more lucrative markets in more central and commercial areas.

The group first came onto the radar of law enforcement by targeting random homes and vehicles with no real pattern but before long graduated to much more elaborate schemes such as heists, armed robbery, and home invasions officers say "show levels of acumen that would put a structural engineer to shame." Like any intricate organization, there is a certain structure that creates multiple layers between top and bottom. According to detective Francis Wynn of the LSSD: "We haven't exactly pinpointed the origins of the gang just yet, the investigation's very much in its infancy. But what we have established is that there is a large correlation between citizens of Irish-American backgrounds. And whilst they do show signs of

sophistication, they aren't big time players in the underworld." zL1LKXp.png

Wynn, the lead investigator has made a plea to the public in light of the most recent robbery of commercial premises that seen two men cut through a wall of a jewelry store on Vinewood Boulevard. A circular saw was left behind which is being examined, but CCTV footage has been released in an attempt to identify the suspects. One of the suspects has been described as being a Caucasian male with Auburn hair, between 170-190lbs and around 6 foot tall. He's believed to be in his late thirties to early forties and has a greying goatee. According to detectives, around $30,000 in jewelry was stolen as well as certificates of authenticity.

Whilst the gang's administration is semi-meticulous, there is a deliberate amount of delinquency and mischief on the street level. The knock-down-drag-out violence is a mechanism for instilling fear into both their community and rivals but most importantly, it was a recruitment method. Organizations like these generally prey on the weak and vulnerable and use poverty and fragility as an exploit. Fencing is what's considered a "gateway crime" within the organization because it's often the path to much more critical crimes. With growth, came expansion and the criminal syndicate ventured into other markets to increase their capital, specifically the methamphetamine trade.

The gang's reach doesn't go beyond the domestic level where they're said to network with local criminals from multiple organizations, including Serbian criminals, bikers, and even Middle Eastern groups operating on the West Coast such as the Chaldean mafia who bully and coerce the Irish criminals into cooperation. Law enforcement has been vocal in its interpretation of how the group operates as a network as opposed to a regular street gang. According to the same police source: "While they're playing happy families in public, they're colluding behind closed doors and pitting their rivals against one another for their benefit."

The organization is composed of multiple semi-autonomic groups that consists of armed robbers, drug dealers, thieves, and extortionists. It was only through these connections that the organization was able to expand into other markets. In 2021, the alleged ring leader Charles "Chucker" Flaherty, was tried and convicted on several counts of Manufacturing A Controlled Substance. It was alleged that Flaherty "used his underlings and deep connections to flood his neighborhood with drugs." A statement made by a former assistant district attorney who handled the case stated that "whilst we've still got bigger fish to fry, this is a huge victory for the good guys." Flaherty would be sentenced to 25 years to life without the possibility of parole and the organization would suffer its biggest blow in over a decade.

Following Flaherty's indictment, many of the autonomic groups began to disband or break off. The organization lost any headway it made in the previous years and was on the verge of collapse. Having lost key members to indictments, murders, and retirement, the organization's glory days are behind them. One of the aforementioned autonomic groups was amalgamated by Christian "Christy" Moran and Jack Garrahan, two men who were loosely associated to members of the K&A gang out of Philadelphia.

After a wave of crippling indictments in the 80s, 90s and early 2000s, the Philadelphians hoped to capitalize on Los Santos' fragility, a city many in the East Coast consider "wide open." This was made possible through constant dialogue over the course of months with Moran's cousin, Los Santos native and former mob enforcer Arthur Grennan. Whilst Moran and Garrahan are foundationally connected to an established organization, indirectly, its inherited members and associates are largely posers, pretenders, and wannabes who sponge off of the reputation their predecessors built. In the latter-day, they're considered to be "lesser criminals who have close to no regulation, or direction."

Dwarfed by the majority of organized crime groups in the city, the Garrahan-Moran coalition treads carefully around them all. Their modern operations are small, largely for fear of stepping on a towering rival's toes and the organization's activity is of little to no account. Unlike their predecessors who were involved in distribution, the remnants of the organization are predominantly bottom feeders who rely on outside help. LS journalist Derek Matthews remarked, "They're not a fraction of what they once were, look, they're trying to rebuild, rebrand, whatever but what made them successful was their comprehensiveness, their calculation. They locked that up with Flaherty, threw away the key, too. What you've got now is a group of beer-drinking, coke-snorting, gun-toting wannabe thugs who don't know what they're doing one minute from the next."

Unlike the mafia and other organized crime groups, Moran and Garrahan imposed a structure similar to that of of their former outfit: no structure. Members were generally given freedom and autonomy, It was, in essence, a self-ruling group where any member of a "crew" could blackball a decision they disagreed with. It was like a socialist party, a cooperative effort. The ability to decide for yourself, to a degree, went hand in hand with the gang's members beliefs, which is considered to be the reason dissidence and infighting is an irregular occurrence.

Its member base suffered as a result of the resettling. Organizations like the K&A gang heavily relied on blue-collar Irish-American neighborhoods to recruit and although Los Santos has an Irish-American presence, they're scattered all over the city. Without that tight-knit feeling of community and belonging, it was borderline impossible for the gang to recruit and compete with its competitors. Having put a stake in Los Santos' ground, the gang was forced to work with remnants of the Flaherty era to try and establish a space in an already-compact city.

In order for the gang to restore their credibility in the underworld, they would have to start over from the ground up. By now, their reliability was being questioned by their criminal contacts and their diminishing influence was extremely harmful to their reputation on the streets. In an attempt to improve the gang's standing, it opted to relocate and bide its time. It was a sleeping giant that refused to be woken, many members of the gang were deceived by the illusion that the gang had not reached its full potential and that the best was yet to come. If the saying "it's a marathon, not a sprint" was ever applicable to a situation, it'd be this situation the gang have found themselves in. It was neither a marathon or a sprint, it was a trek and the slow-footed journey back to validity was beginning to take its toll.

Further into 2021 the gang reached breaking point. Many of its operations were financed on a shoestring, they were living hand-to-mouth like pilgrims. Numerous members flocked to organizations like the Italian mafia, where they'd muscle, enforce and generally do any job that involved getting their hands dirty. Because of their descent, they could never be official members but that was never a concern for the Irish gangsters as long as they were making money. Remember, the Irish in this city aren't bonded by loyalty or community like they are in cities like Philadelphia, Boston or New York. In Los Santos, there's no enclave for the Irish and they won't swear fealty. In the underworld, they're considered "contracted criminals" because they go to the highest bidder.

Los Santos was never a stronghold for the Irish mob. And it never will be. In fact, outside of Boston, there was never a stronghold. But the "Irish mob" in the 21st century is largely a misrepresentation of a group of Irish-American descendants who are bounded by nothing but loose heritage. To gangsters on the East Coast, the West Coast is a contrasting setting. Many who embark on the journey don't derive to seek dominion but instead to seek sanctuary and refuge. For instance, the most prolific Irish crime boss James "Whitey" Bulger spent 15 years on the run in Del Pierro. When arrested, in excess of thirty weapons and $800,000 in cash was found hidden behind a drywall in his 2-bedroom beachside apartment. Bulger was known to frequent Irish bars on San Andreas Avenue. Despite having no connection or correlation to the Philadelphians or any other Los Santos criminal (that's known) Bulger's presence reaffirmed the connotation that Los Santos is the "retirement home" of organized crime.

The Garrahan-Moran Fallout

Garrahan's absence in the outfit's transition raised eyebrows among members who were vocal about their discontent. While the Los Santos branch of the organization was formed as a coalition, many insiders considered it a divide and there was a constant tension within the ranks. Garrahan's subordinates had been inoperative and unhelpful but still used the outfit's name to elevate their position within the city. Namely Jack Garrahan, James Cahill and a handful of other loyalists, Moran decided Garrahan's subscription was to be cancelled. By this point, Garrahan's appearances had been a few and far between. Since settling in Los Santos his presence was non-existent and this prompted Moran to send him away. But not in the way you'd think. Anybody else would have been killed but Garrahan was forced into retirement. It was no more than a phone call telling him to "go away, and stay away." Out of mind and out of sight, the organization was yet again standing on the wrong side of the wind.

Arthur Grennan, Moran's cousin, was the most fitting replacement. For years Grennan had been active on the streets championing his own crew of thugs and gangsters in Los Santos. The McKillen brothers, James and Brendan, were a staple in Grennan's rise. Moran knew that to avoid having history repeating itself, he would have to insulate the outfit with his own people and loyalists. Having completely separated from their Philadelphian predecessors, the organization decided it wanted to stand on its own two legs and sought protection from Los Santos' most prominent group, the Martorano Crime Family. For centuries the "Irish mob" have been associated with doing the Italian mafia's dirty work and this coalition was formed on the back of that exact history.

Increased scrutiny on the Philadelphian faction put an end to their involvement in the meth trade, the juice wasn't worth the squeeze considering the majority of Los Santos' methamphetamine came through the Mexican border. It was much more potent and of higher purity than what the Philadelphian labs were offering. The one time "burglary ring" were forced to a much lesser scale given the advancement of home technology and sophisticated alarm systems and it was a once in a blue moon occurrence. The once-sophisticated burglary ring was now a group of thugs and fly-by-nighters who threw caution to the wind and acted with a sense of reckless abandonment. In one case, a witness to one of the home burglaries stated that he "heard a loud bang and walked downstairs, there was a guy with dirty fare hair passed out on the couch. He smelt like booze, weed and passed out trying to open the safe."

Their modern operations are small. For the most part, they rob drug dealers and sell cocaine. marijuana, anything they can get their hands on, really. They take anybody's scraps and turn it into a profit. Moran's bar on Hawick Avenue is the base of their operations or the outfit's meeting point. "Base of operations" was an exaggeration, it's where they'd spend the better part of their day drinking, shouting and fighting amongst each other and if anybody came up on a score, they'd all be involved one way or another. As opposed to these transnational and international organizations that operate throughout the city, the Irish "gang" are very much domesticated and have no foreign reach. Unlike many of these satellite crews that set up in Los Santos, Christy Moran is a semi-retired Philadelphian gangster who derived to capitalize on the open market that is Los Santos.

OOC information:

We will be portraying a faction who are attempting to rebuild.

Whilst our primary members will boast an exaggerated affiliation and loose connection to Philadelphia's K&A gang, it's not entirely an "offshoot" and not all members will be derivatives. After multiple gang members were indicted in the early 2000s, very few remnants decided relocation was in the best interest of the operation. Cities in the East Coast were generally monopolized by mafia families and West Coast cities like Los Santos and San Fierro were generally considered an "open market" in regards to having a minor criminal presence in the city. It allows for the "left overs" of the operation to fly under the radar somewhat undetected and gives them the breathing space they need to reconstruct.

Given the small amount of Irish-American inhabitants, this faction will not inherit an Irish enclave nor will it look to establish a proportional stamping ground. Instead, our "territory" will be our known hotspots. Unlike traditional Irish-American factions where their members will rise from the gutters of deprived neighborhoods, our members will generally live all over the city to emphasize the opposite of that.

Any queries or concerns about the faction can be forwarded directly to myself or Giacobbe. Either one of us will supply you with access to our discord and informational guides.

(( The most common misconception surrounding Irish-American mobs and organizations is that they're distinctively Irish, this couldn't be farther from the truth, and although the majority do boast a long line of Irish ancestry, any knowledge, sentiments, traditions, and otherwise are conventionally passed through generations. Irish-Americans, or for the patriotic characters, American-born Irishmen, largely play off their Irish heritage and roots but they're largely American born and raised, third to fourth plus generation Irish. The straight off the boat, Gaelic speaking factions that dilute the server give people a misunderstanding of the actual portrayal of the Irish mob in America. Immigrant Irish gangs in America were popular in the pre-prohibition and prohibition-era but that was a century ago. The Dead Rabbit Gang and the Five Points Gang were compromised of Irish descendants during the mass immigration from Ireland as a result of the Great Famine. Again, great for an insight into the history and origins of the Irish mob, but hold no relevance in today's day and age.

You must modernize your portrayal and move on from its pre-prohibition depiction. The likelihood of an Irish-American being distinguished by their accent or presentation is minimal, they're regular Americans that blend in with contemporary America. A little look into the history of East Coast-based Irish mobs, for example; members of the Irish mob, typically the Westies, K&A, and the Winter Hill Gang were products of the local environment, prominent members you could count with one hand and the rest low level, small-time thugs who muscled and fenced for the mob. They were leagues beneath sophisticated organizations like the LCN, Eurasian syndicates, and Chinese triads.

That all goes out the window when you're roleplaying on the West Coast. Because of the lack of blue-collar Irish neighborhoods, this faction will rely on alternative methods to create bonds with its members. Whilst there is recruiting, it's of paramount importance that your character has his own life outside of the mob, to ensure that your character isn't too phlegmatic or one dimensional, passivity is a widely important factor in our faction and in an individual character's development. I advise you to do some research and look into creating a profile that will depict you, as a character. This will help separate those willing to learn and those who are just "here." ))
