Short description: Sync vehicle doors, hood, and trunk

Detailed description: Vehicle doors were never synced for people outside your streaming range in 0.3.7, but it does when you are in the range. However, since the introduction of Rage 1.1, vehicle doors have been extremely broken, doors swing open and close randomly or stuck open no matter how many times you do /vdoor, trunk shows as closed but is actually open. Unless you are inside the vehicle, doors show as incorrect state most of the time so it gets really confusing for players.

How would your suggestion improve the server? So doors can actually display in their correct state on everyone's screen.

They are but they're not cause of a rage update. We havent changed anything and sometimes they sync sometimes they dont.
