The Chaldean Mafia was first picked up by the sights of law enforcement agencies in the suburbs of Detroit in the mid to late 1980s; since then, the organization has grown into having multiple cells within the United States. The figurehead Akrawi family maintained Detroit as the capital of the Chaldean underworld. With various cells within the American South-West, cities like Phoenix and San Diego became significant hubs for the nationwide drug distribution ring that the Akrawi family set up.

While the Akrawi family ran the show for most of the organization from Detroit, two competing cells within the southwest, each ran by their own respective families, the Kanon and Brula families. With Kanon controlling the border-based distribution hub in El Cajon or, as it is referred to as by members of the Kanon cell, "Ishtar Gate." El Cajon would first receive most of all product coming in from south of the border, and then narcotics would later see their way into cities like San Diego and Phoenix. While Kanon and his cell controlled the initial entry points at the border for their drugs, the nationwide distribution would primarily occur within Phoenix, where the Brula cell of the Chaldean mob handled transportation and distribution. The two groups would always undertake clandestine action against each other, leaving a few bodies and a trail for law enforcement to follow.

With internal issues starting to affect profit, Detroit made its stance on the matter clear when members of the Brula inner circle were marked for execution for their involvement in skimming off the top. However, rumors within the Kanon-controlled cells point to it being a scandal staged by the Kanon cell and members of the Akrawi family themselves. After settling internal affairs and renegotiating terms between San Diego and Detroit, Kanon's faction saw themselves in charge of distribution for the Akrawi.

With an increase to his power base, Kanon began to expand his cells further away from the border to control distribution and supply within cities like Los Santos, San Fierro, and Las Venturas. However, his plans for grand expansion were soon cut short after 2011's Operation Shadowbox, which left multiple critical members of his organization facing federal charges and disrupted a vital aspect of the smuggling operation. Operation Shadowbox's effects would last years on Kanon's organization, and its impact on the Chaldean mob's income would be felt throughout the nation.

Akrawi, not pleased with hearing that their subordinates in the southwest were unable to take care of business, began to get more involved with the distribution operation. This action only caused more of a rift as Akrawi backed cells within the southwest were moving into areas that Kanon and his faction of Chaldeans used to control. Having more and more areas of control near the border taken away from him, Kanon focused his expansion onto Los Santos as he backed members of his family who were once again tasked with distribution within the city.

However, expansion into the Los Santos area only led to more doors being opened for the Los Santos-based Gardo cell began a series of criminal operations from drug distribution to a direct part within an international car theft and exportation ring.

With new avenues of income coming out of the Los Santos drug trade and their involvement in one of the city's car theft rings, the Gardo cell grew in prominence within the Kanon faction of the Chaldean Mafia.
