Selling specific parts of a car

Let's say I have a car chopped by someone and this car had custom wheels and a spoiler. If the car gets chopped, is it possible to get those as items? Is it even possible to have wheels as an item or do you have to be a mechanic with a script?

You only generic car parts, not actual items, be it wheels or spoilers like you've asked.

As said above, when a car is chopped you receive generic 'Car Parts'. These have no special attributes based on your customization of the vehicle. They're generic and can be used for crafting/selling to players.
