Well, Gamestop might've been a wrong example since it's an international corporation and they have their internal regulations but I've been buying Dark Souls, TES Skrim and GTA in my local game store when I was like 12 and nobody really cared.

Yes, but entities are within their rights to demand their patrons be of a particular age. You cannot attach legal liability to illegally obtained materials - a la clicking "I am 18+" on a porn site without actually being 18.

The same could easily apply to the server.

Then again, how do you check if somebody is 18 without violating the GDPR and other international laws? Once again, ban ERP and the problem solves itself.

You don't have to check at all. Only three possibilities exist:

  1. You are 18+ and say you're 18+. No problems.
  2. You are under 18 and say you're under 18. You can't access content.
  3. You're under 18 and say you're 18+. You are illegally obtaining the material.

There is no circumstance under which the platform is liable.

Indeed actually it can. In lots of places, if you provide a service which others use, and that service is used as a medium to exploit or otherwise intice minors into sexually explicit activities, responsibility can fall on the company for not having any protections established to prevent said exploitation. Social media and dating services all do this, for that exact reason.

It is all relevant to Rule 19 though.  But it seems many players have different ideas of the changes that need to be made to Rule 19.

Re-read my point. Let's say a 15 years old player engages into ERP with a 30 years old player. The 15 years old player states that they're 18 in the OOC chat and then proceed to engage into descriptive erotic roleplay. Who hold the liability? Clearly the platform, because they have not checked the age of player before allowing him to access said content. Banning the ERP would ultimately solve this issue and regardless of the age, people would simply stay out of that kind of roleplay. I really don't get why are you so upset with erotic roleplay being prohibited, but perhaps you really should re-evaluate if GTAW is the right platform to engage into that form of entertainment.
