I explained a few messages ago that we plan to keep it for very rare events. It's meant to be a 100% donator addition to reward people supporting us as it's really not a feature people do need for their daily RP. We also need to regularly add donator features throughout the year to keep the support going 🙂

With the new ad system having longer cooldowns between each advertisement, will this see an increase in the time of blips placed through the /bad system? Or will the blip still disappear after 30 minutes without an ad?

That need's the inventory update before that can be done. The main focus behind the drug effects was to encourage the drug economy which as of now is non existant.

Blood sampling should be available to PHMC too and not restricted to LEO factions only. Hospitals often draw blood from patients to identify underlying conditions that aren't visible at first glance and initial assessments. They're sent to labs and results often come in only a matter of hours (which are usually skipped in-game). Blood types are also useful to know when blood transfusions are required in emergency settings. 

 

The script should also be tweaked slightly to state how much percentage of their blood was lost up until someone controlled the bleeding (and the medical professional used /stopbleeding). This is extremely important because there's a dangerous condition called hypovolemic shock which is experienced when someone loses 15% or more of their blood (usually happens in gunshot wounds scenarios) and is treated in some cases with blood transfusions (which is why we could use the blood sampling script to identify a patient's blood type!). However, this is often overlooked (and understandably so) due to the lack of knowledge from the community in medicine. Some signs and symptoms could also be stated to help people roleplay their conditions more realistically.

 

All in all, this is definitely a step in the right direction and I'm very excited to see these features functional in-game.

It's still 30 minutes, but you can use /blip or just redo an advertisement with a blip as since you're a gold donator you can refresh the blip every 30 minutes through ads too.
