Remove Reactions from the courts

From the report section too, while we're at it.

I get people always love to laugh over other's misery and mistakes, but expressing likes for admin actions (or a narrative given by a party involved in a report) is backseat moderating (the respective players should apply for staff, if they fancy that so much and wish to contribute) and thus technically against the rules already.

This was already suggested for player reports, the issue that came up was the fact that disabling likes and reactions for specific forums is not possible, rather the whole system would need to be disabled for it to work.

 

I'm going to be locking this and keeping it where it is, see whenever Nervous or whoever looks across it and leaves their side of it.
