After a successful career in the United States Marines, Dowell joined civil service and climbed his way up the ranks of Los Santos Public Works, in the Sanitation branch. All along, Dowell kept the old values he inherited from his lineage. Now is the time to leave it all behind, and find a sense to retirement. Continuing from the story of C'era una volta il Garbage.
