Ranger Involved Shooting

 

On 19/APR/2021 around the hours of 00:22, Senior Ranger Bob Foisey and Cadet Dustin Seifer with the San Andreas Park Rangers, were involved in a Ranger Involved Shooting (RIS), on Calafia Road just outside Stab City. Senior Ranger Foisey and Cadet Seifer were conducting a Field Training Patrol, and when patrolling down Joshua Road, passing Stab City towards Route Sixty-Eight, heard gunfire in the area. Due to the area not being directly within the Hunting Grounds, the duo decided to investigate into it further. Upon driving down a dirt path, that is directly below Route Sixty-Eight, near Mount Vinewood Drive, specifically under a bridge - the duo found a Black Buffalo in the area where the shooting occurred and attempted to make a traffic stop. Upon attempting to make a traffic stop, the Black Buffalo sped off, in which a vehicle pursuit was commenced. Around two minutes later into the vehicle pursuit, on Calafia Road just outside of Stab City, the Black Buffalo hit into a rock and span out.

 

Cadet Dustin Seifer, exited his patrol vehicle and began giving orders to the occupants of the Black Buffalo. In which around thirty seconds later, the front right passenger of the Buffalo, exits and presents a firearm, aiming towards Cadet Seifer - and discharging a firearm towards Cadet Seifer and Senior Ranger Foisey. Cadet Siefer immediately began to return fire, as well, at this time, Senior Ranger Foisey exited the patrol vehicle and returned fire as well. Cadet Seifer discharged two magazines, a total of twenty-four rounds, in which Senior Ranger Foisey discharged ten rounds, not completing a full magazine. The passenger of the Black Buffalo entered the vehicle again, in which the Black Buffalo took off up Calafia Road towards the Mountains, and were not seen again. The Los Santos Sheriffs Department were called in a request for mutual aid when the initial RIS occured, and to assist in shutting down Calafia Road for the Internal Affairs Investigation.

 

At around 00:30 hours, the Internal Affairs Section of the San Andreas Park Rangers arrived to the scene of the Ranger Involved Shooting and was able to determine that the suspect who engaged in a firefight with the Rangers, was at least struck one time, due to an excess amount of fresh blood presented where the passenger was standing during the shooting. 

 

Upon investigation of the Internal Affairs Investigators, nine-millimeter casings were found on scene of the Ranger Involved Shooting and multiple bullets were able to be retrieved from those that impacted the cruiser.

 

Senior Ranger Foisey, when instructed to return to the Paleto District Headquarters, passed by the original path where the Black Buffalo was spotted in the initial pursuit - Foisey was able to identify a body on scene, in which the Los Santos Police Department's, Investigative and Forensics Teams were called in mutual aid, to investigate the homicide. 

 

Upon conclusion from the Internal Affairs Section of the San Andreas Park Rangers, Investigators deemed the use of lethal force from both Cadet Dustin Seifer and Senior Ranger Bob Foisey justified. As per protocol, the conclusion was forwarded to the Los Santos County District Attorney's Office, specifically to the Major Prosecutions Bureau, in which they as well, concluded that both Cadet Seifer and Senior Ranger Foisey were justified in their use of lethal force.

 

These type of press releases overall, are to give the general public a point of view, of the daily risks Law Enforcements Officers, take when on routine patrol. When either protecting State Parks, the local Cities, or Counties, all Law Enforcement risk the everyday danger when placing on the uniform. These press releases are a part of the Community Trust Program that the San Andreas Park Rangers are attempting to create and initiate, to show accountability and transparency through the State of San Andreas.

Comment: Allowed within jurisdiction, not just there to educate on the hunting act but also able to enforce penal code violations. Have a read up on duties and you’ll get an idea!

Comment: Who the Fuck wants a tour guide to pull them over out in the county? If the State wasn't giving all the money away in WELFARE we'd still have the Department of FIsh and Wildlife instead of people playing dressup and pretending to be sheriffs when really they're just there to tell kids not to litter in our parks.
