Are the only methods of character creation either vanilla ped selection or the online character creator? Or are modded ped skins allowed to? Sorry, just curious before I make an application (for the description). Thank you!

You have the choice of vanilla peds or the character creator. As far as I know everyone starts with the online creator. I think you can change to a vanilla ped skin at a clothes shop, not 100% sure though.

Yea you start with an online ped that you can customize to your liking but if you would want a vanilla ped you could go to a clothing store doesn't matter which one and you could play an amount of in game money. I don't actually remember how much but its not allot. Also you can find multiple vanilla peds for your liking but keep in mind that you cant customize them with clothes or anything you'll have to either change back to an online customizable ped or just get a different vanilla ped.

You also do have the option of changing your character's appearance at the Plastic Surgery location in game! Keep in mind that any client-side mods will obviously not show to other people, so if you were to have modded ped skins that replaced default ones, only you would see their effects and what you looked like would very much be distorted from what other people see.

 

This isn't to say people haven't made some really, really enjoyable characters with ped skins! It's totally possible.
