UNOFFICIAL GROUP REGULATIONS

ILLEGAL FACTION MANAGEMENT


There is a temporary ban on submitting concepts that are:

  • Any form of La Cosa Nostra concept, or "crew" that aim to develop into a branch of a family.

A group thread can be created on https://forum.gta.world/en/forum/936-unofficial-groups/, a group thread is similar to a faction thread but can be created by anyone at any time, as long as they meet the following criteria.

  • A group has no in-game faction script, no UCP scripts, and is considered to have an ICly limited power over other factions when it comes to the aspects of fear roleplay, retaliations & wars. Being a group means that you're also ICly limited in resources and manpower.
     
  • Character kills on the entire group can be granted to existing factions if a war had to be started.
    • In the event that it is only specific characters that have been provoking, factions may apply for Character Kill permissions which will require less evidence than the usual application if there is clear provoking/lack of fear.
  • A group must roleplay fear when interacting with official illegal factions in an antagonist fashion.
  •  Unofficial Groups when made automatically agree to having read and understood Rules of Engagement, especially in which it states:

If they initiate lethal conflict, this does not count for defending against it, they must be the initiators, and they will be liable for group shut down.   • The group leader must have at least 3 months of activity on the server.
  • Your group's administrative records must be reasonably clean or have shown recent improvement (~no major punishment 2 months), and the faction leaderships' admin record must have no history of severe breaches of the rules including but not limited to: hacking, bug exploits, OOC gun dealings, severe faction wide metagaming. Leadership should aim to have no recent punishments on their record for 3+ months though this will be reviewed on a case by case basis.
  • You may only have one character within the same group, there are no exceptions. This includes jail-only characters.
  • All your members will be able to post screenshots on your group thread, which will help you to apply for a faction. You can decide to keep your group forever and never apply for a faction.
  • A group leader does not automatically get CK permissions on people within the group, or anyone who posts on the thread. Players must have given their explicit character kill permissions to the group leader if they wish to do so, they are not required.
  • Faction/group leadership teams who have their groups shut down for any of the above (including quality/poor admin records) may not create or be in the initial group involved with the creation of a new unofficial group for four months.

Any group with poor roleplay quality can be shut down, IFM is not mandated to provide an explanation or justification. Groups which do not match continuity are also eligible for closure (e.g. football firms/international gangs).

 

If you plan on moving on to become an official faction, you should ensure you are taking into consideration the requirements that you will need to meet before being able to apply. Some of these are case-by-case basis so make sure you brief yourself which are not. You can read more about faction regulations here: LINK

 

Legal groups cannot be any major project, such as a new LEO faction, a government department, etc.

This also goes for illegal groups. No major organizations/powerful figureheads should come in as an unofficial group.

 

As a reference to the above in regards to illegal groups, by major/powerful organizations, examples would be;

  • Any major or large organized crime groups and their 'made men' within them. Examples can be;
    • A Vor in Russian Bratva, an emero from La eMe, buttonmen in LCN, yakuza members, or any 'boss' of a large criminal organization would not be allowed.
    • I.e. creating a separate eMe as an unofficial group would not be allowed.
  • Small-scale crews/groups with slight affiliation would be accepted. Examples such as;
    • An unaffiliated group of eastern Europeans looking to establish themselves and gain recognition, none of them recognized as a Vor until a possible faction being accepted. Terms set by IFM.

IFM would in cases of accepted factions establish terms in these scenarios, such as how many would be considered in powerful positions such as these once accepted. This will be regulated by IFM to better follow our continuity and current lore of the server, and we do this to avoid future issues. People are expected to roleplay loose affiliation and limited power when it comes to unofficial groups, and if we allow people to 'spawn' in with power - we contradict ourselves.

Los Santos is on the West Coast - criminal entities straight out of New Jersey can stay on the East Coast.
