Both PD and SD have helicopters. So if your gripe is helicopters that might be a discussion beyond PDs budget.

Deploying faction vehicles doesn't cost more than the fuel, maintenance and hourly pay of the person operating the vehicle assuming they haven't hit the 20 hour pay limit for that week. From a script perspective, that's all the factions need to worry about. It's on them to take realism into consideration.

Were those two 13 year olds wearing helmets? Air Division might have been conducting an TAHEO (Tactical Aerial Helmet Enforcement Operation). 
 

Or possibly shots were called in the area and a helicopter was circling over head. Or a dozen other things. 
 

In any case, both PD and SD have helicopters, so if that’s your gripe then that’s a discussion outside of PDs budget.

Both the LAPD and LASD have daily helicopter patrols, simply because Air Units cover a wider area and can see things ground units cannot see. Are they the richest departments in the USA? No. Your argument makes no sense. They aren't some shitty backwater department.
