Comment: The Council of the State of San Andreas? That doesn't exist? Is this referring to the State Assembly? The Judiciary Council? The Senate? The State Legislature as a whole? 

The CITY council is still debating the open carry motion and it hasn't even reached the voting phase yet. The state legislature has done nothing of the sort.
