Ability to name uniforms (LEO Factions/FD)

Short description: Allow members of factions with access to /uniform to name their uniforms, like how you can name outfits in /outfit.

How would your suggestion improve the server? People wont have to scroll through their uniforms to remember which one is which

Also the four default male default female models at the top of the menu should also be removed.
