Remove SA EXEMPT plates from the mod menu.

Short description: Simply remove SA EXEMPT plates from the mod menu at garages.

Detailed description: As it stands right now, anyone can roll up to a garage and buy SA EXEMPT plates. Not only is it unrealistic, it's also not doable. EXEMPT plates mean that the vehicle is owned/leased by the US Government, meaning the vehicle doesn't need to have it's registration paid. These plates are primarily restricted to government vehicles such as cop cars, fire trucks etcetera, and not street racing Kanjos and Elegies.

How would your suggestion improve the server? Quality of life update, more immersion. You won't see japanese imports and regular civ cars with EXEMPT plates unless they're LEO vehicles, it makes no realism sense to have a registered vehicle with SA EXEMPT plates if that vehicle's not a cop car. You can't have plates like that whenever you want. 

Additional information: It's not an "IC issue" seeing as the DMV literally would NOT issue a regular civilian EXEMPT plates on their race car or some shit. It makes no sense and shouldn't be a thing here.

They can indeed @St3fan[NL]. Any regular average Joe can roll up and get SA EXEMPT plates on just about any vehicle.
