why? call the police for them running without licenses

Well for one, it's not the responsibility of the police to handle that. And two, the people who are responsible for it (the licensing department) are inactive due to the mass leave of the last government.

It can certainly be handled IC if people had the right channels to pick, and there'd be an actual response to that.

There's only little you can do IC when the problem stems due to ooc reasons.

Support this, it could be be somewhat of a joint project between the PM and the GOV, where there's only a limited amount of active casinos at a time, and the ones that PM approve will then need to go through the GOV for licensing.

Also charge a tax on casino winnings!

1. up until yesterday there was no working government

2. there is little incentive for the government to even regulate casinos as it would be super unpopular yet at the same time the shitty casino roleplay is very harmful to the server

ICA does have ICC, a lot of establishments that don't exactly safeguard themselves against the pitfalls of their own business practices do get burned for it. An establishment that tried its hand at running blackjack ended up losing a million dollars and burned their table, never to run it again. Likewise several casino owners themselves that try their hands at running or playing games end up losing everything they have. It's not like running these script games are a guaranteed get rich quick scheme.

Otherwise the points do stand, I understand the immersion angle but it's not like you can really stop people from playing cards anywhere without IC action and this is an OOC suggestion.
