Forum Drive begins at Strawberry Avenue from the east and ends at intersection with Strawberry Avenue and Davis Avenue in the west, being crossed by Carson Avenue.

The west side (below Carson Avenue) mostly consists of housing projects and apartments, while the east side hosts small, single-family homes and small businesses.

The Forum Drive Housing Projects is a public housing project located in the Chamberlain Hills neighborhood of Los Santos. It is one of the oldest housing project owned by the Housing Authority of the City of Los Santos.

 

By the early 1990s it was labeled as a "war zone" and was dominated by drug activity and violence.


The Los Santos Times named the area as the "center for drug traffic", remarking "users from as far away as Sandy Shores drive to [Forum Drive] to buy drugs". Crack cocaine was heavily trafficked, but cocaine and marijuana were also common. Customers were often from outside of the projects but came to Forum Drive Housing Projects for the large and open marketplace, called a "24-hour drive-through drug market" by a police officer. Police would often bring their first arrest to the station within 30 minutes of their shift.
 

Crime-plagued blocks alternate and sometimes merge with the safer blocks around the housing project, which lies in the heart of the city's violent south-central region. It is not uncommon to find a bullet-scarred crack house next to a well-kept cottage with neatly trimmed bushes and a white wrought-iron fence.

As war rages for control of the streets, many residents in the mostly working-class black and Hispanic neighborhood have retreated behind barred windows and doors.
