Responding to the growth in the demand for crack [starting in 1985], the drug industry recruited a lot of young, inner city kids who saw no other economic opportunities for themselves. The problem was that these kids, like their adult counterparts, armed themselves for protection.

White City Mafia (WCM) is a result of on-going criminal activity in the Chamberlain Hills Projects just on the corner of Forum Drive. The community there represents locals and involved drug dealers as young as sixteen years of age. With their supply mainly from the Morrison & Meadows Drug Trafficking Organisation, they serve as the running frontline for the DTO's drug supplier at the bottom of the chain, as well as various illegal activities.

The name was coined together by Rochelle "Rocky" Clarke, an established dealer within the street section of the DTO and now one of two bosses of the group. She was appointed by the DTO's leadership after careful deliberation alongside SDS hitter & renowned local drug dealer, Tyrik "Reek" Bennett. White City Mafia is not only a name that would surprise many due to its clear irony, but one that is indicative of the clear intentions and structure of the group behind it. The white represents the aim of the group and indirectly the DTO's, that being to supply cocaine. With intentions of flooding the south with cocaine once establishing a solidified pipeline, the term 'White City' is a vision that has high chances of coming to fruition with how events are taking place within the DTO.

The group is ran primarily by the two aforementioned bosses as shown above, both of them answering to the leadership heirarchy above them within the organization. In comparison to other African-American sets in the southside, the set takes a more backseat approach in terms of politics and relations with other groups in order to benefit themselves, and in turn, the organization.

With the formation of White City Mafia, the DTO takes on a more organized approach towards illicit activities where leadership individuals can step away from the streets and maintain connections through the bosses to focus on sophisticated illegal activities such as large scale narcotics trafficking, fraud schemes & money laundering. Similarly, legal activities are much more possible now, a key example being running nightclubs and business without direct involvement to a street set.

While White City Mafia was ran just fine after it was put together, former leaders Rochelle "Rocky" Clarke Tyrik "Reek" Bennett started phasing out of the picture, still putting in work but taking a much more backseat role with the set. Recent events saw Shots Down Shooters (SDS) leader Damien "Sleepy" Lamonte ending up with a lengthy sentence in prison, locked up with TTCF's hardened black community. As a result, the Kingpins saw it necessary to bring two new players up while letting the former leaders step down. This change saw Tyrik "Reek" Bennett step up and take the reigns for the DTO's shooter crew Shots Down Shooters, while Blake "Biggie" Marks Deondre "Dee" Kennedy took the reigns over White City Mafia.

After serving a long time as a White City Mafia Street Boss, Deondre "Dee" Kennedy was bumped up by LaVonn, becoming one of his enforcers after a substantial amount of work being put in. Biggie saw it fit to bring up Bryce "Dopeboy" Harrington as his right hand, becoming a Street Lieutenant for White City Mafia.

White City Mafia's turf expanded substantially since the disappearance of the 57 NHC group, and with their increased numbers and control in the drug trade the entire area is now deemed as 'White City' by many southside locals.

Ever since LaVonn's interest in the crack cocaine trade, he has managed to supply the group with something unique to further their trade within the southside. This managed to establish them as a dominant force in the drug trade, being the first group to supply crack cocaine in the south of Los Santos. His desires of creating a modern day crack epidemic are further fuelled by the group's success.

As White City Mafia progressed continuously, only booming in numbers & productivity within the DTO, the longer standing members seemed to phase out slowly and take a more relaxed role in the organisation after putting in vast amounts of work in. With Blake "Biggie" Marks taking a more relaxed position in the organisation, Bryce "Dopeboy" Harrington was moved up by Marquis "Qiz" Meadows to the Street Boss of White City Mafia. Bryce chose to have Jevonne "Von" Love as his Street Lieutenant, ushering in a new era of members taking up leadership positions within the organisation.

The change was one that proved to be beneficial, with Bryce taking the reigns over White City Mafia and making necessary changes to keep the group up with the times. This included the introduction of two new crews lead by Street Lieutenant Jevonne "Von" Love Soldier Maurice "Mozzy" Anderson, with the crews respectively being named The Von Crew The Mozzy Crew. This change was done to accompany the large growth of White City Mafia, as well as to cover the large turf it now encompasses and controls.

7th of March, 2021 — Change

With LaVonn "LV" Morrison staying low and maintaining the organisation's structure, he had some cocaine remaining from the batch which they imported. The remaining amount belonged to Deondre "Dee" Kennedy, the Enforcer at the time, who's role it was to pass on the product to White City Mafia. However, Dee had been MIA (missing-in-action) for a long time. LaVonn's multiple phone calls reached no where.

As LV finally linked up with his cousin Marquis "Qiz" Meadows after his trip to Turkey to secure jewelry for their business, they were discussing Dee's disappearance whilst LV attempted to get in touch with him. Deondre finally called him back and came to the safehouse that LV & Qiz were at. Dee was confronted by LaVonn & Marquis, only for them to find out that he had been getting pressured by law enforcement for a long time, being tailed by them and even being approached by a detective.

As tensions rose, Deondre admitted to speaking to the detective and wanting to get away to Paleto where he could stay, and get away from the organisation, the life. At this point LaVonn was armed with a pistol, and ended up taking his life. He riddled him with bullets, Deondre's lifeless body dropping onto the couch behind him. LaVonn ended his childhood friend's legacy with one final bullet to the head, a coup de grace.
