Jesse Seger was born in Vespucci Beach, San Andreas about 24 years ago. His whole life he has been surrounded by gang culture and tourists that flock to the beaches in his neighborhood. Lets first start with a bit about his parents though.

Jesse's father, Andrew Seger, was born and raised in Vespucci much like Jesse was. Throughout his youth he was tied to many different skinhead beach gangs to combat the daily trouble from hispanic gangs in the area. His mother came from a bit more humble beginnings. Valerie Jones was from Little Rock, Arkansas, and had moved with her family to Los Santos when she was 15. She loved to be at the beach and quickly formed a bond with the much older Andrew, who treated her like gold. After a fight with her parents when she turned 16 she ran away from home and began staying with Andrew in various places. Not long after, still when she was 16, Valerie became pregnant with Jesse and the duo tried their hardest to find a suitable place to raise a family. They still remained in the beach neighborhood of Vespucci because Andrew wasn't fond of leaving. They bought a rickety old apartment above a beachfront clothing store and settled in.

Jesse Seger was born in 1994, about 24 years ago. Throughout his youth he was a pretty normal kid given his environment. One of his dad's friends had a girl about Jesse's age named Ally and they would remain friends throughout his childhood. Both of their fathers were part of the same skin gang and their families were pretty poor. Jesse and Ally would often scam or rob tourists through many different means. Sometimes they would snatch t-shirts from the vendors and sell them for a few dollars, other times they would straight up pickpocket with Ally distracting them by crying or something of that nature. One of their most lucrative scams would be pretending to be from various youth charities. Being kids it would tug on people's heartstrings enough to where they would give a few dollars here and there, but it added up. They stayed well fed and sometimes brought home enough to help their parents out a bit. They were kids though and wanted to keep some to have fun for themselves though. The duo bought skateboards and eventually upgraded to surf boards, watching and learning from many of the older locals in the area.

When Jesse was 16, him and Ally had been romantic for a few years and were together. His father eventually left the skin gang after it had broken due to it's leadership either in prison or deceased. Hispanic gangs in the area had started to become more dominant and Jesse's father was stabbed to death outside their home. This caused Ally's family to move to Texas and cause the two to be torn from each other. Ally's father was obviously at risk with no protection left from their group. Jesse and his mother received some help from her and his father's families and was able to get a new apartment closer to the canals.  Surfing, skating and just hanging out on the boardwalk wasn't the same anymore even though Jesse had a ton of friends.

For a while still when he was growing up he would perform similar scams to help his mother out with bills and general living expenses. This wasn't enough though and Jesse dropped out of school when he was 16 and started doing odd jobs around the area. Eventually he got into construction and was able to provide for a bit before getting laid off. This was a common occurrence throughout his early adult life and due to the frustrations just caused him to take it out on others around him by getting high and drunk instead of searching for active work. When he was 21, he met a 24 year old tattoo artist from Del Perro named Tori and they began living together. Both were heavily into cocaine, molly and drinking. During this era of his life, he bought a motorcycle due to a suggestion by Tori. He often rode around with her a lot and got to liking the feel of riding a motorcycle. Their relationship was a volatile one but they cared for each other. Jesse started letting her experiment with her art on him. By the end of their relationship when he was 22 he had two full sleeves of tattoos.

One day he wanted to keep his tattoos going and he headed into a tattoo shop in Mirror Park that he had heard about. After speaking with the artist in the front for a bit he thought she would be a perfect replacement artist for his ex-girlfriend. Her style matched up with his and he started coming in to keep his body art rolling. While there he started to notice the shop was owned by a motorcycle club called Outlaws. Jesse had been missing a big piece of his life after his father died and Ally moved to Texas. She had moved on with her life and he was still stuck in a rut. He started hanging around them more and going to bars with them or just getting to know the group. After some time he was offered to become a prospective member of the group which he accepted gladly.

Maybe he's just filling a void, but they seem to suit his lifestyle and he has dove in head first.
