Example: My char was robbed, including their phone and its contact list. Let's say a friend of my char came back after a week and there's no way to notify them with the new number. Would it be allowed to place an advertisement like: ' [Char name], please call me if you see this, this is [my name] ' ?

People took it too far and it became a overly used theme of poorly roleplayed and ill thought out situations.

You can find your contacts in the UCP under your character name -> phone contacts

You can do it with admin approval. /report to get an admin to authorize it.

If player 1 reports player 2, but in player 1's report he actually shows himself breaking rules, is the admin supposed to act on that or let it go? I've seen some admins say both.
