Unfortunately this did not work for me with the Social Club version. I followed the instructions, booted up without issues, however the mods are not present in game. ?

Yes, it is made and tested by BrainDed who wasn't even credited, anyway he last updated this program on 29th June and it's confirmed working

What is this supposed to mean? What kind of mods do you want to use?

The singleplayer version is called OpenIV.

Well, one guy from PD has Social Club version of the game, and says the LA roads mod work for him. So it is possible to install the dlc rpf mods through this, you just might have done something wrong. I am unsure what the issue is since everything works fine for me.

Edit: Make sure you place the mods in a folder! Like, texturespack and inside dlc.rpf

Directory should be like: Mods/FolderName/dlc.rpf
