Hkoncho
I Think Adding Parole Officers and First Offenders program is a good way to keep crime low and also make people roleplay and think about they decisions Before committing them. The First Offenders Program will first offender offers a person the possibility to receive a more lenient sentence or less punishment and also roleplay of Parole Officers I'm Sure every one know what a parole officer is just in case you didn't (A parole officer's job is to assist and monitor parolees as they adjust to their new-found freedom. They help former inmates with everything from finding employment to dealing with old problems, like substance abuse. A parole officer may also be the one to decide whether a parolee goes back to prison.) So Maybe a P.O System in the next update Link to comment

r0yal
The idea of parole officers exists now within the LSSD's parole system. You can either register to be a part of this program OOC to experience what it would be like to roleplay a character freshly released from jail or naturally become a part of the system through being arrested IC. More information here; Everything you've suggested regarding the parole system is in place. Regarding the first time offender scheme this is partially explored through the penal codes different times and punishments dependant on the amount of times the offense has been committed however exploring this a bit more couldn't hurt. Declan
Like r0yal explained, the parole system is already a thing & so is officer discretion to a certain extent. I won't jail someone for the same time as someone who's just committed their first offence On the other side of the spectrum, we could look into emulating the California three strikes system to deter criminals from committing offences again but that's a suggestion for another thread.
