Addition of secondary impound lot in county

Short description: Add a secondary impound lot in the county.

Detailed description: There is currently one impound lot for all law enforcement agencies located in Davis, Los Santos. (Located with the arrow https://i.imgur.com/G46AwOm.png) My suggestion is to add a secondary impound lot somewhere in the county. There are times where a vehicle needs to be impounded and the scene is located in the county. If LEO proceeds with an impound, they first have to return to the station to get a towtruck, then return, then make the drive all the way to the impound lot in south LS and then return back to the station to retrieve their vehicle. Not only would this save time from LEO, it would also be beneficial for roleplayers who want to stick to the county and so they won't have to return to south LS for their vehicle. 

Commands to add: No new commands to be added. Just an addition of commands to the server.

Items to add: Not necessarily an item, property management perhaps need to find a suitable location for an impound lot.

How would your suggestion improve the server? It would cut time for LEO handling impounds and be beneficial for people who roleplay primarily in the county.

Alongside the idea and concept of private impound lots, this would be a good addition allowing for another state / government owned impound lot in the county to cut way distances and allow for roleplay that happens in the county to stay in the county - if a vehicle is impounded in Paleto Bay, why take it to an IC hour long drive into a busy city to be impounded? Especially if there is a suitable location in the county for a second impound lot, it should definitely be touched upon.

This hurts (LOL) but nevertheless this is something that I find very important. We've gotten multiple faction wide suggestions for an additional impound lot. 

 

If someone needs to impound a vehicle in Chumash, they first have to drive to the station to get the impound truck, drive back to the the scene , then drive all the way down to Central Los Santos to impound it, then drive back to change their vehicle again.
