Written by Hank Miller 08/01/2025 In a city known for its high-stakes drama, the arrest of Director Anastasia Bannockburn, the University of Los Santos San Andreas’ Chief Security Officer, has sparked a debate about the boundaries of authority and judgment in moments of crisis. The incident, which occurred on January 5, 2025, at the renowned Pillbox Hill Medical Center, has raised questions over her judgement as well as that of the university. Bannockburn, a seasoned security professional, was taken into custody by Los Santos County Sheriffs for violating the SHAFT Code. According to sources, Bannockburn entered Pillbox Hill Medical Center armed while escorting a student in need of medical care. Doctor Charlotte Dunois of ULSA explained, “Director Bannockburn’s position requires her to be armed, as such she was at the time. Given it was an emergency of the situation, as the student required care, she chose to prioritise the student’s well-being.” The university has since rallied behind Bannockburn, emphasizing her commitment to student safety. This defence, however, has not quelled criticism. A spokesperson for Pillbox expressed frustration, describing the move as “very inconsiderate” and underscoring the risks involved. “Violating the law or having the negligence of not asking for permission when you’re entering a hospital… it’s very inconsiderate,” the spokesperson stated. They further noted, “The hospital already has its own trusted security team, and firearms in such environments only heighten risks.”. The hospital’s strict firearm policy stems from a violent incident last year, when a shootout involving law enforcement left a staff member injured. Reflecting on this, the spokesperson added, “After what happened with the San Andreas Department of Corrections and Rehabilitation we’re even more cautious about firearms on our premises.” ULSA remains steadfast in its support of Bannockburn. Dr. Dunois reiterated the university’s stance, saying, “We’re currently doing everything we can to ensure this issue is resolved and the Director can return to her post where she belongs.” She framed Bannockburn’s actions as a reflection of her dedication to the university community and her extensive training. Yet, questions about judgment linger. One source familiar with the matter remarked, “A university’s chief security officer should know better. Carrying a weapon into a hospital without clear authorization undermines trust and raises broader concerns about oversight.” The arrest has also prompted a broader discussion about the responsibilities of security personnel in public spaces. That being said, while some might question ULSA’s decision-making, students can rest easy as day to day security of the university is subcontracted to Arcani Security, a well known security company in the state. As the city’s institutions grapple with the fallout, many are seeking clear answers. For some, Bannockburn’s actions were those of a dedicated protector navigating a difficult situation. For others, they raise significant concerns about judgment and accountability. A spokesperson for Pillbox added pointedly, “At a hospital located in the city centre with its own security and LEOs in here every five minutes? Sounds a bit… bold to need a firearm, in my view. Finding a balance between these responsibilities is crucial as we move forward,” Los Santos Insider will continue to post updates as we continue to monitor the outcome of this story. © 2024 Insider Media Group. NyxSky
Username: Anonymous600 Comment: I find it a bit odd that people are so focused on the firearm in this situation. In an emergency situation, I don't know about you, but I am focused on other things then a gun on my hip, albeit I don't carry myself, but I imagine her focus was on the student! Was the gun drawn? No. I feel like people are a bit too focused on the gun, rather then what actually happened. She was focused on the medical emergency of one of the students, as she should be. I am glad that she prioritized the student as in some medical emergencies every second wasted matters. Good on you! As a parent this is exactly what I would expect from people from my kids' schools in the event of an emergency. I hope the student is doing alright! Edited January 8 by NyxSky 4 1 3 Link to comment
Fanden
Username: TheTreeSpirit Comment: To echo what Anon said, I think that emergency situations afford a certain degree of leniency. I do however disagree about the point of not thinking about the gun on your hip in that situation. Any individual who carries a firearm, be it a cop, security or otherwise, must always be aware of their firearm. To say you forgot about it, or decided not to care about it, shows the negligence of the person carrying it. One should also ask, was there a necessity for a security guard to transport someone into the custody of healthcare professionals while armed? Did they take all reasonable steps to avoid that and use it as a last resort? Did they call 911 to address the emergent nature of the situation? Did they not have a secure area to stow their weapon away? Was the student unable to walk themselves into the hospital and was medical staff unavailable to come out and take them in if so? I think this is just a case of security over reaching, as is often the case with ULSA, and not considering the reproductions of their actions. I applaud the guard's concern for the student but strongly condemn her negligence and disregard for state law. It applies to everyone, security guards included, and exists for a reason. 1 Link to comment

Alyssa McCarthy
Username: Alyssa McCarthy Comment: If ULSA arrested every government official who turns upto their campus and triggers their security alarms, half the senate and judiciary would be behind bars. The sensible thing for government officials to do in this case (be they Pillbox, LEO's or ULSA Security), is to act professionally and request the offending weapon to be removed and stowed in a car. Director Bannockburn has a duty of care over students and she was acting out of concern in going to visit the victim of a crime. This is entirely bad faith acting by Pillbox who should be embarrassed by their actions & so should the Deputy who actioned the arrest. 1 2 Link to comment
Scorch
Username: Aliz Comment: As a licensed security professional, Bannockburn, acting within the scope of her duties is allowed to carry her firearm on PHMC premises under Section IX d, para 1. The fact that she was arrested shows an unfortunate misunderstanding of the law on the part of the LSSD. I should hope that this situation will be rectified in good time and the LSSD personnel responsible re-educated to ensure such a mistake does not happen again in future. 3 3 Link to comment
Griz
Username: TheHillsHaveEyes Comment: Do we know what the emergency situation was that led them to Pillbox Hill Medical Center? Can it safely be assumed that Bannockburn was trying to protect their student and themselves from a violent aggressor? It would not surprise me if there was still an active threat. If so, I believe Bannockburn acted responsibly and any judge or jury should agree. Edited January 8 by Griz Link to comment
NexusExodus
Username: Hank Preston Comment: The DAs office will be in their right mind to drop this case and refuse to prosecute. Crime requires malice or ignorance, saving a student is neither. Bannockburn has been protecting ULSA for years, protecting countless of student lives, this is just injustice. 5 4 Link to comment
WatchingEye
Username: Emilia Schmidt Comment: If the DA can come to the aid of a corrupt official and drop a case in several hours surely they can intervene in a serious matter like this. While I don’t see eye to eye with Bannockburn and her stances, clearly it wasn’t intentional or done with malicious intent. This is another instance of Los Santos public system clownery. **IP traces back to Washington DC** 1 Link to comment
yag tnera spart
Username: Hazel Comment: I feel like they're omitting the severity of the wounds to try and make this Bannockburn look innocent if it was a random Joe, they would've thrown them into a cell and tossed the key away 1 Link to comment
